- Description
- The Department of Homeland Security (DHS) Federal Protective Service (FPS) has a requirement to procure Armed Protective Security Officer (PSO) services at over 50 locations throughout the state of MD and the estimated value of the requirement is over $100M. These services have previously been contracted via the 8(a) program. FPS is conducting a sources sought notice as part of market research to determine if this requirement can still be procured via a competitive 8(a) set-aside. FPS requests that certified 8(a) businesses with an interest in this procurement and the qualifications to successfully perform a contract of this size, scope, and complexity provide information regarding your qualifications to michael.j.decrescio@hq.dhs.gov. Qualifications of similar size, scope, and complexity are defined as having aggregate experience in 3 projects or less (no more than 6 projects if planned joint venture/teaming arrangement) that are similar in: Size: 250,000+ hours of Armed PSO Services per year Scope: Armed PSO (Guard) Services Complexity: Similar geographic dispersion of approximately 10,000 square miles, Top Secret Clearance, Contractor provided weapons training, Screener posts (i.e. x-ray and magnetometer posts) Vendors that submit joint ventures/teaming arrangements are specifically instructed to identify: 1. The amount of work in terms of percentage that the 8(a) vendor plans to provide along with the qualifications that the 8(a) vendor has the qualification to provide. For example, if the 8(a) vendor plans 50% of the work, their qualifications/experience must be equivalent to 125,000 hours of PSO services. 2. If you already have an agreement(s) in place with another vendor(s) 3. If you have previously worked together with the proposed vendor(s) listed on your joint venture/teaming arrangement on armed PSO work or not.
