- THIS IS A SOLE SOURCE SYNOPSIS. The Air Force Life Cycle Management Center (AFLCMC), Contracting Division for The Mission Planning Branch, Battle Management Directorate (AFLCMC/HBMK), has a sole source requirement for the procurement of the design, installation, and testing of the Joint Precision Airdrop System (JPADS) Consolidated Airdrop Tool (CAT) v5.0. The CAT development efforts provide mission planning airdrop solutions tailored to the specific requirements of C-130 and C-17 aircraft. Each CAT software build adds critical mission planning airdrop functionality to the previous release, based on a fully-vetted, user-driven set of requirements.. The period of performance for this contract will be nine (9) months, to allow for the completion of on-going software development, Development Testing (DT)/Operational Testing (OT) and software deployment support. The requested support has been valued at approximately $500K. This is a Sole Source requirement to JACOBS Engineering, 1030 Titan Court Fort Walton Beach, FL 32547-6638, 850-863-7700. AFLCMC/HBMK has determined that JACOBS Engineering is the only source capable of providing this requirement. The sole supplier has no authorized distributors and no other supplies or services will satisfy agency requirements. This item utilizes North American Industry Classification System (NAICS) code of 511210. This requirement is conducted under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms that want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply/service as described above and rationale as to why they should be considered. Responses received will be evaluated and considered solely for the purpose of determining whether to conduct a competitive procurement. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All interested firms must respond within 7 days after date of publication of this synopsis, 1600 EST to: james.rice.30@us.af.mil or joshua.naim@us.af.mil. No telephone responses will be accepted. All information received from responsible sources will be considered. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. AFLCMC/HBM will not reimburse for any costs connected with providing the capability information.
