- Request for Information (RFI) RB-M (Response Boat Medium) Fender System The United States Coast Guard Small Boat Product Line is seeking information from sources that can provide technical, budgetary, and schedule information for the following: • Production time and pricing to produce RB-M fenders from time of order to delivery to SFLC Baltimore MD. Located at 2401 Hawkins Point Rd. Baltimore MD. 21226. The RB-M was designed by Carmarc LTD of Sussex, England. The manufactures of this platform are Marinette Marine Corp. in Marinette, WI, and Kvichak Marine in Seattle, WA. It is a 45' aluminum, self-righting, high-speed, multi-mission capable boat, that is protected with a D-shaped ionomer foam designed to protect the hull from damage. The fendering system extends around the perimeter of the boat except for the transom. As written in the specification, the manufacturer is required to "Provide manufacturer's proprietary information", and "Assist with proper repair methods, and ensure compliance with manufacturer's procedures and standards during removal, inspection, repair, and installation of the equipment/system". Field service representatives with the requisite knowledge and documents to work on this system would likely have to provide the same workmanship guarantee that the OEM offers as this system is CRITICAL to the operability of this class of boat. The U.S. Coast Guard does not possess the manufacturer's technical information, engineering drawings, test procedures, or test equipment. Interested parties having the expertise and capabilities to meet any or all of the above requirements are invited to submit detailed information discussing their capabilities. Responders are solely responsible for all expenses associated with this RFI. The Government shall not pay for this information. All information received in response to this announcement will be kept confidential and will not be returned nor shared outside of this Agency. Additionally, the Surface Forces Logistics Center (SFLC) - Small Boat Product Line (SBPL) encourages potential respondents to give presentations, provide their solutions, or gather feedback at our facility. The 45 RB-M can be made available for inspection and evaluation of integration details provided an appointment is made with the Product Line Manager or their designated representative. Potential sources with the expertise and required capabilities to provide these services can submit such data discussing the same in duplicate within 7 business days (COB on 01/31/2017 at 4pm EST) from the date of this announcement. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. Responses may be provided by email to Jeffrey.E.Paquette@uscg.mil.
