Page 2 of 3 Request For Information (RFI) for Department of Veterans Affairs (VA), Office of Information and Technology, Enterprise Program Management Office Enterprise Technical Management Support Services VA118-17-N-1840 The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Enterprise Program Management Office (EPMO) would like to identify potential sources that are interested in and capable of performing the work described in the attached Draft Performance Work Statement (PWS).   Specifically, OI&T EPMO is interested in the depth of experience of contractors who have in technical management support services specific to VA, OI&T. The contract period of performance is one, 12-month base period, with two, 12-month option periods to be exercised at the Government s discretion. The anticipated award date is on or around April 30, 2017. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this Request for Information (RFI). You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. In support of this effort, VA is conducting market research to help further define requirements and establish the best acquisition approach. Please note that requirements defined to date may change before a request for proposal is released. For more information refer to http://www.sba.gov/.         The Government has selected the applicable NAICS code for this effort based upon the significant services encompassing the entire range of program management office support requirements as specified in the PWS. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort along with detailed supporting rationale. Please indicate any and all scheduled contracts your company may have (i.e. General Services Administration (GSA) Schedules, Government Wide Acquisition Contracts (GWAC), Transformation Twenty-One Total Technology Next Generation, etc.) with specific regard to this RFI and the requirements hereunder? Provide a brief summary of your technical approach for meeting the PWS requirements for Enterprise Technical Management Support Services. Provide VA OI&T EPMO specific experience with translating business requirements into technical requirements and high level design while using the Veteran-Focused Integration Process (VIP) framework. Given the scope and complexity of this requirement, please provide your approach to staffing/resourcing and please provide specific examples of awarded contracts with similar magnitude. Provide an estimated Level of Effort (specifically labor categories and hours) for the Draft PWS scope. The attached PWS contains the current requirements and scope under a T&M contract utilized by OI&T.   Is there potential for industry to provide this level of effort and with maximum flexibility under a FFP basis?   If so, please provide feedback on how this could be achieved. Intake:   How will new projects be taken in and/or competing priorities be managed.   Give specific description on resources may be assigned to new projects?   How will contract personnel will be on boarded to support VA requirements to include an estimate of the time required to onboard personnel? Reporting:    How will costs be reported at the program and project levels (min: bi-weekly basis)?  How will our Portfolio Directors and VA PMs be provided necessary visibility into project operations? Risk:   How will OCI risks be mitigated? Management:   How will resources be optimized to ensure maximum return for VA, i.e.: How will you mitigate down time and empower surge capability without excessive overhead. Has the draft PWS and any associated attachments provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? ______ YES ______ NO (if No, answer question k) If NO, please provide your technical and functional comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective solution. Submittal Information All responsible sources may submit a Capabilities Statement which shall be considered by the agency. The Government requests that interested parties submit a response, no more than 15 pages, for your company, your teammates and/or subcontractors. Additionally, please indicate if you, your teammates and/or subcontractors are a Service Disabled Veteran Owned Small Business, Small Business, or a Veteran Owned Small Business.
