- The U.S. Army Contracting Command - Orlando (ACC-ORL-OPD) on behalf of Program Executive Office for Simulation, Training and Instrumentation (PEO-STRI) intends to issue a Full and Open Competition (F&OC) Request for Proposal (RFP) for the award of multiple five (5) year (One year base plus four one (1) year option years, Firm-Fixed-Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for Enterprise Training Services Contract (ETSC). ETSC will include two Lots; one (1) restricted for a Small Business Set-Aside (SBSA) and one (1) F&OC. The restricted SBSA Lot will include tasks from Performance Work Statement (PWS) paragraph 3.1 executed in non-contingency operations and non-austere environments. This includes requirements to "provide and manage training and training assistance for military and civilian related subjects." The non-contingency environments may be austere. The F&OC Lot will include all other tasks within Section 3 of the PWS. This includes requirements to "provide and manage training and training assistance for military and civilian related subjects" (PWS 3.1) in a contingency operations, "provide planning, and support for Army, Joint, and Security Cooperation Exercises" (PWS 3.2) and "perform operations and maintenance sustainment functions for training aids, devices, and ranges (PWS 3.3)." Based upon thorough requirement analysis, it is the Government's intent to structure the ETSC vehicle to be flexible and efficient in the execution of requirements while still capitalizing upon the cost benefits of a multiple award strategy. To attain this flexibility and efficiency, the Government approximately intends to award 3-5 contracts in the F&OC lot and approximately 6-10 contracts in the restricted SBSA lot based upon the scope of work and operational environments within each lot. The applicable NAICS for this effort is: 541990 "All Other Professional, Scientific and Technical Services, $15M size standard". The total maximum ceiling value of all contracts awarded is $2.4B. THIS SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP). Further, this synopsis is not a guarantee of a future RFP and should not be construed as a commitment of any kind by the U.S. Government. Responses to this synopsis are not considered proposals and cannot be accepted by the Government to form a binding contract. The Government anticipates an RFP to be posted to FedBizOpps https://www.fbo.gov/ on or about 3 January 2017. The Government is implementing a phased release within this RFP with multiple submission deadlines for Offerors.
