- SOURCES SOUGHT SYNOPSIS FOR U.S. COAST GUARD RIGHT SIZE SHIP HANDLING FACILITIES, US COAST GUARD YARD, CURTIS BAY, MD DESIGN/BUILD CONSTRUCTION CONTRACT. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A MARKET RESEARCH TOOL BEING USED TO IDENTIFY POTENTIAL SMALL BUSINESS (INCLUDING SMALL DISADVANTAGES BUSINESSES, 8(A) FIRMS, WOMEN-OWNED SMALL BUSINESSES, DISADVANTAGED VETERAN OWNED SMALL BUSINESSES, HUBZONES) FIRMS CAPABLE OF PERFORMING THIS CONTRACT IN CURTIS BAY, MARYLAND. THIS IS A NEW REQUIREMENT TO BE AWARDED AND ADMINISTERED BY THE U. S. COAST GUARD. THE PRICE RANGE FOR BASE ITEM IS APPROXIMATELY $18 MILLION TO $25 MILLION. THE PRICE RANGE FOR THE OPTION ITEMS IS APPROXIMATELY $1 MILLION TO $5 MILLION. THE FOLLOWING IS THE GENERAL SCOPE FOR THE SOLICITATION: BASE ITEM: The Contractor will provide all supervision, labor, material, and equipment necessary for the Design/Build of the Rightsize Ship Handling Facilities at Curtis Bay, MD. The Right Size Ship Handling Facilities project is located at the US Coast Guard Yard in Curtis Bay, Maryland. The Yard is located on Hawkins Point Road, approximately 6 miles southwest of downtown Baltimore and 6 miles west of the Chesapeake Bay. The project consists of expanding the Land Based Transfer Area (approximately 62,000 square feet) to accommodate a third landside ship berth rail, construction of a new tower crane rail just West of the new ship berth rail, dismantling and relocation of the existing Pier 3 tower crane onto the new landside tower crane rails. The new area shall include construction of wet utility tunnels, utilidors and/or concrete trenches within the ship maintenance areas, preventing traffic damage loading to pipelines. Wet utilities include Potable/Domestic Water Distribution (W), Saltwater Distribution (SW), Steam (ST), Compressed Air (CA), Oxygen (O), Propylene (P), Sanitary Sewer - Gravity (SS) and Salt Water Return (to Bay) (SWR). The new area shall include, but not limited to, dry utilities waterside, rail, transfer platform, and Syncrolift Control House electrical, lighting, and telecommunications. New underground stormwater retention tanks will be installed beneath the new land transfer platform during construction and a new stormwater treatment system fitted into the space below the South end of the new tower crane rail platform. The existing stormwater collection system will be rerouted to transport stormwater from rails 1, 2, and 3 to the new retention tanks and the treatment system will be sized to treat this runoff as well as runoff from the proposed rail transfer platform. The industrial operations on the land based area currently exceed Maryland's regulatory limits for both Copper and Zinc, hence, the new design shall ensure the entire land based transfer areas meet applicable water discharge permit regulations, total maximum daily load limits, state and local water resource protection and erosion reduction measures, and other water quality regulations for the storm water. Demolition and renovation of facilities within the proximity of the new landside ship-repair platform are also required. This project includes the demolition of the two-story, historic Building 68 (approximately 8,698 GSF, circa 1941), and incidental existing facilities. Per the demolition of the historic Building 68, the contractor shall perform consultations to satisfy the National Historic Preservation Act (NHPA) requirements to the greatest extent possible to include groundwork for a Memorandum of Agreement with the Maryland Historic Preservation Office. OPTION ITEMS: The Contractor will provide all supervision, labor, material, and equipment necessary for the Design/Build optional items, as follows: OPTION ITEM 1: Relocation of the Legacy Sustainment Support Unit (LSSU) requires renovation of 5,700 existing GSF of second floor storage space in Building 8 (circa 1942) to accommodate administrative functions. OPTION ITEM 2: Demolishing Building 6, the Acid Washing Facility (1,154 GSF, circa 1991), and construction of a new, single-story café' (approximately 3,000 GSF) within the site footprint of Building 6 and Parking Lot #1. The café shall include a seating area for 40-50 patrons, restrooms, food preparation/serving spaces, and miscellaneous support spaces. OPTION ITEM 3: Demolition of the existing Syncrolift Control House, Building 160 (882 GSF, circa 1997), and the construction of a new Syncrolift Control House. The new Syncrolift Control House shall be sited to the east, and waterside of the marginal wharf and Syncrolift.
