The Government intends to issue two "Draft" versions of the RFP over the next 30 days. This initial draft is prepared in accordance with FAR 15.204-1, Uniform Contract Format, with as much information as is available at this time for Sections A-M. The Government anticipates the final "Draft" RFP will incorporate revisions primarily to Sections L, Instructions, Conditions and Notices to Offerors, and M, Evaluation Factors for Award as follows: • Combine the Hardware-Product Line (HPL) related information into one subfactor (currently Subfactor 1.1 & 1.2, under Technical Factor 1). • Establish separate subfactors for Logistics and Cybersecurity (Currently, Subfactor 1.3, under Technical Factor 1). • Update the relative order of importance due to the changes contemplated above. • Provide further clarification on the instructions and evaluation approach for Delivery Orders (DO) 0001 and DO 0002. The Government is contemplating requiring offerors to submit separate papers to address their technical approach for each DO. • Cost/Price - The Government is contemplating requiring offerors to propose loaded labor rates for incorporation into the basic ID/IQ contract, which will be utilized to price all Firm-Fixed-Price (FFP) DOs. The Government would like industry to provide written comments, feedback and pros/cons to all aspects of the Draft RFPs. Please note, through the Draft RFP process, the Final RFP could vary significantly from previously released "Draft" versions, based on internal reviews and industry feedback. The Government requests that any questions in response to the DRAFT RFP be submitted in writing via e-mail to Jason Holden, Contract Specialist, no later than January 23, 2017 which will be addressed in the final RFP. ACC-ORL anticipates the release of the final RFP in 2nd quarter Fiscal Year 2017. No basis for a claim against the Government shall arise as a result from a response to this announcement. --------end update------------------------- --------Life Cycle Product-line Management (LCPM) Pre-solicitation Conference and Site Visit Notification dated Dec 14,2016------- Notification of the Life Cycle Product-line Management (LCPM) Pre-solicitation Conference in Orlando, FL on January 10, 2017 and Site Visit at Ft Stewart, GA on Wednesday, January 11-12, 2017. The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) and the Army Contracting Command - Orlando (ACC-ORL) are conducting a Pre-solicitation Conference and Site Visit to provide potential offerors and interested parties to the LCPM solicitation W900KK-17-R-0023 the opportunity to attend a briefing on the LCPM requirements and draft solicitation and to view a sample of existing systems expected to be covered under the LCPM contract. (Note: The entire draft Request for Proposals (RFP) will be publicized on FedBizOpps prior to the Pre-solicitation Conference. Attached are requirements documentation associated with the draft RFP. Also it is anticipated that the final RFP will be issued 45 days after the site visit). The Pre-solicitation event is Tuesday, January 10, 2017 from 1:00-3:00 p.m., local time in Orlando, Florida. Building address and conference room to be provided upon registration. To ensure adequate space, each potential offeror is limited to no more than four attendees for the Pre-solicitation conference. The Government does not intend to conduct one-on-one sessions as part of this Pre-Solicitation Conference. Further, all questions and answers discussed during the Pre-Solicitation Conference that are necessary for the preparation of proposals will be provided to FedBizOpps, along with any Q&As to the draft RFP. The Site Visit will be held Wednesday and Thursday, January 11-12, 2017 from 9:00-4:00 p.m., local time at Fort Stewart, Georgia. Specific location to be provided upon registration. To ensure adequate space, each potential offeror is limited to no more than three attendees for the Site Visit. Please note that no questions will be answered at the event nor will there be any one-on-one meetings. However, questions may be submitted in writing at the event to Jason Holden to be answered later as part of the Q&A section of the final RFP. Additionally, questions may also be submitted in writing via e-mail to Jason Holden, Contract Specialist, no later than January 23, 2017 which will also be addressed in the final RFP. Attendees shall pre-register for each event by filling out the attached RSVP Spreadsheet and returning it to Jason Holden, Contract Specialist, via e-mail no later than 4:00 p.m. on Wednesday, December 21, 2016. Attendees to both events are required to be U.S. Citizens. Photos may be taken but are only for use in preparing proposals and shall not be shared, published or utilized for any other purpose. Attendees at the pre-solicitation conference/site visit and potential offeror's are advised that the U.S. Government will not reimburse any contractor for costs incurred in the response to or actions taken as a result of this notification. Not responding to this notification or not attending the pre-solicitation conference or site visit does not preclude participation in any future RFP or other solicitation, if any is issued.
