N00164-17-S-NB15 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - SQUAD AIMING LASER (SAL) - FSC 1240 - NAICS 333314 Issued Date: 22 DEC 2016 - Closing Date: 10 FEB 2017 - 2:00 P.M. Eastern Time MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey. Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry pertaining to the Miniature Aiming Systems Laser (MAS-L) - Squad Aiming Laser (SAL). The SAL is a compact, ruggedized, aiming, pointing, and illuminating laser system for Compact Rifles (CR's) and Assault Rifles (AR's). This effort is underway to gauge potential interest, establish the current state of industry, identify marked improvement in performance over fielded equipment, and assist in specification refinement and validation. Attached is the draft SAL Performance Specification for review and comment. The Visual Augmentation Systems, Weapons Accessories (VASWA) Program is interested in receiving feedback from industry on the draft performance specification, and information regarding advanced technology pertaining to the MAS-L SAL mission areas. All interested parties are strongly encouraged to submit a White Paper, Compliance Matrix, and Quad Chart with the information listed, but not limited to, below: White Paper • Questions/Concerns about the draft performance specification - no page limit • Advanced Technology Discussion - not to exceed 20 pages o Executive Summary o Preliminary Schedule o Identification of Risks and Technology Readiness Level o Production Cost Estimate Compliance Matrix • The compliance matrix should be filled out using a current product line of yours as a baseline. • The "timeline for development" should be a lead time to incorporate that specification paragraph into your product. • The information in your compliance matrix will allow us to better establish a timeline between RFP release and RFP close. Quad Chart • Development Lead Time • Development Cost Estimate • Production Cost Estimate • Advanced Technology Areas Addressed • Current TRL of Solution Draft Performance Specification: The SAL is not simply a reduced size/weight version of the previous requirement. Please read the performance specification carefully. • Identify questions and concerns with the draft performance specification Advanced Technology: Potential sources should discuss the feasibility of implementing advanced technology. Potential sources should provide a timeline to produce samples that include the applicable improvements. • Improvements in quality of NIR Illumination o high uniformity o speckle elimination o robust design to maintain quality of illumination despite battlefield debris depositing on illumination window/lens o incoherent illumination • Improvements in NIR Pointer o No secondary beams of any kind are acceptable o Eliminate distractions around the pointer spot due to blooming in the binocular night vision device (common in close-quarters use) • Improved visible/NIR pointer co-alignment • Improved boresight and zero retention o Pointers centered over the barrel of the host weapon • Improvements in Infrared Signature Reduction Submission Guidelines Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Offerors should submit the white papers electronically prior to 2:00 p.m. on 10 February 2017. Submittals after this date will still be accepted. White papers may be submitted any time prior to expiration of this announcement. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to FedBizOps at the same time the RFP is posted. FedBizOps may be accessed at http://www.fbo.gov. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
