- SOLICITATION PHASE I. The United States General Services Administration has a requirement for the selection of a contractor to perform Construction Manager as Constructor (CMc) Services at the Weis Federal Courthouse in Pittsburgh, PA. The work includes but is not limited to constructing the necessary shell and tenant improvements (TI) required for two new occupant agencies, namely the Social Security Administration (SSA) and the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). In addition, the contractor will be required to construct the necessary shell and TI for the forced relocation of approximately three existing tenant spaces. Design will be based upon conceptual plans developed by MGA Partners Architects during a previously completed study. This procurement will be advertised on the FedBizOpps (FBO) website (www.fbo.gov), and all interested offerors will be able to respond to the Request for Proposal (RFP) on an unrestricted basis. The NAICS code applicable to this project is 236220 (Commercial and Institutional Building Construction). The Small Business Size Standard is $36.5 million dollars. Award will be a Construction Manager as Constructor (CMc) Guaranteed Maximum Price with Construction Contingency Allowance and Shared Savings contract. The CMc contract is a variation on the fixed price incentive (successive targets) contract type found in FAR 16.403-2 tailored for construction. The ceiling price is set at selection and award of the contract. The adjusting profit requirement in FAR 16.403-2 is accomplished through the shared savings aspect of the contract. And the procurement method will be a competitive negotiated RFP. The approach to source selection for this procurement will be pursuant to the best value tradeoff concept as identified in FAR Part 15.101-1 and FAR Part 15.3. It is the Government's intention to award a contract to the offeror whose proposal conforms to the RFP requirements and is considered to be most advantageous to the government, price, and technical factors considered. Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation. For this solicitation, the combined weight of the technical evaluation factors is significantly more important than price. This procurement will be advertised on the FedBizOpps (FBO) website, and will be completed in two phases. The first phase includes technical evaluation only, and all interested firms will be able to respond to the RFP. The technical factors for the first phase include: Prior Experience, Past Performance on Relevant Projects, and Project Team Qualifications. This phase will result in the development of an advisory short list. The Government will respond to the technical submissions with information on the likelihood that the offeror will be considered technically qualified. The second phase will include a full technical evaluation (Project Management/Delivery Plan), a Base Bid proposal for the Demolition and Forced Relocation package, and a Guaranteed Maximum Price (GMP) Option for the construction work based on a 35% design. The GMP option price will be finalized at or before the 75% design milestone. The option may also be exercised at this time. The Solicitation (RFP) will only be available electronically. The solicitation (specifications, drawings, clauses and bid forms) can only be obtained through FedBizOpps. FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition material. Potential offerors will be responsible for downloading the solicitation (specifications, drawings, clauses and bid forms) and for monitoring the website for possible amendments and/or additional information.
