- Statement of Work for NND1609923Q NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" to Honeywell International, Inc., 15001 NE 36th Street, Redmond, WA 98052-5317, for one Base Year plus Four (4) Option Years, Air Navigation Service Datalink Subscription Service, see attached SOW. Justification is based upon the following facts: 1. Honeywell International, Inc., developed and utilizes all VHF networks globally and is the only vendor qualified to provide the software and technical support. 2. There are no other products available that perform the same function as the Honeywell International, Inc. In addition, time constraints and extensive costs for the replacement of this software would jeopardize mission schedules. 3. Market research was conducted and it has been determined that this is a sole source requirement. These reasons justify procuring the required services exclusively from Honeywell International, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on December 30, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
