- The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. Work described is necessary for the continued operation of the Clock Tower Complex Uninterruptible Power Source (UPS) System. The UPS system was manufactured by Eaton Corporation. It is a Model 9315-100-160 with serial number ET426ZBA06. The system is proprietary in nature. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with Eaton Corporation, Raleigh, NC with offices in Cedar Rapids, IA. The NAICS code for this procurement is 335311 with a size standard not to exceed 750 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. SCOPE OF WORK The work will consist of preventive maintenance on the system itself and on the sealed batteries that support the system. Parts and labor for ensuring the system's readiness in the event of the failure of utility power to the Complex and for emergency response to the Complex in the event of a UPS failure are included in the maintenance agreement. The system is designed to provide continued support to the Complex IT equipment by providing battery power immediately upon loss of the normal electrical service.
