- VA101V-17-Q-0018-A0004 The purpose of Amendment A0004 is to post all contractor submitted question with the response to those Questions. Section VI: What is the exact size requirement? Section vi states 8x10x10 and under the installation section of vi it also states 8x10x9.? Answer: Section VI states the commercial walk in freezer which dimensions are 8 0 x 10 0 x 8 0 with a floor. It further states the Freezer shall be installed inside of a 1,000 sq. ft. shop with an 8 L x 10 W x9 H freezer room. To clarify, the space available to install the 8 0 x 10 0 x 8 0 freezer is 8 L x 10 W x9 H. Section VI: This section references see attached drawings there are no drawings included in solicitation. Answer: The drawing provided is a sketch and is provide as a reference as to where the freezer is to be installed. This drawing was uploaded to FBO.gov on 15 December 2016. Please see solicitation at www.fbo.gov to access the drawing. Is an interior or exterior ramp required? Answer: This solicitation does not include a requirement for an interior or exterior ramp. In order to properly prepare quote, kindly consider extending the close date until 1/9/16. We request the extension to allow all bidders ample time to adequately and competitively quote this project once all answers are provided to better identify the requirement. A dealer can then go to the manufacturer and respective installer to obtain pricing. The standard time frame for this procedure will take several days. Answer: This requirement was posted on 15 December 2016 with an amended response time of 10:00 AM, PST on 5 Jan 2017 which results in a total 21 days. The government has determined this solicitation response time of 21 days will afford potential offerors a reasonable opportunity to respond to the proposed contract action. The above questions and resulting answers did not change the requirement as provided. As a result, the submission date for offers (5 January 2017 by 10:00 AM PST) remains unchanged. i. This is a combined synopsis/solicitation RFQ VA101V-17-Q-0018 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government anticipates a single (all or none), firm fixed price award. The Government intends to issue a Firm Fixed Price Purchase Order for the below line items to the responsible contractor whose quote, conforming to the solicitation, is considered the Best Value offer. Award will be made on an all or none basis. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. ii. VA101V-17-Q-0557 the Combined Synopsis Solicitation is issued as a request for quotation (RFQ). iii. The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-91. iv. This requirement is a Total Small Business Set-aside. The applicable NAICS Code is 333415 Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing and has a small business size standard of 750 EMP. v. CLIN 0001: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and other items and non-personal services necessary to supply and install a Walk IN freezer; Quantity : 1; Unit of Measure: Each; Price $____________ vi. Description of Requirement Supply and install one walk in freezer. The Contractor shall provide all supervision, labor, administrative support, materials, tools, parts, supplies, equipment, hardware, freight, lodging, transportation costs (rental car, air fare, etc.), PERDIEM, and transportation to and from work site necessary to effectively and efficiently supply and install the freezer. The contractor shall furnish and install a new unused commercial walk in freezer. The Contractor is responsible for all site preparation and permits that may be required. The walk in Freezer shall have the following salient characteristics. Commercial walk in freezer which dimensions are 8 0 x 10 0 x 8 0 with a floor Three wrap around shelving units (at least 24 deep). Minimum of four inch thick walks with high density urethane foam insulation. One man self-closing door 36 x 78 Condensing Unit 208-230 1 phase (To be places outside on a pad) Evaporator coil with electric heat **Installation shall include all required electrical, and or plumbing necessary to provide and install a fully functioning walk in freezer at the location in accordance with manufacturer installation instructions. The location has 220 Electrical accessible, but no wiring or outlets available (no 3 phase). No plumbing available. Freezer shall be installed inside of a 1,000 sq. ft. shop with an 8 L x 10 W x9 H freezer room. Shop has a 14 wide garage door with easy access to the freezer room. The freezer room has a door that is 46 wide and 102 tall. (See attached Drawing) **All measurements are estimates and it is the contractor s responsibility to verify all measurements prior to submitting a quote. vii. Delivery and install shall be completed as soon as possible after receipt of order. viii. FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. In no event shall failure to inspect the site constitute grounds for a claim after contract award. **A site visit is scheduled for 1:00PM on 28 December 2016 at the delivery and installation location in Glide Oregon. Interested parties must RSVP no later than 27 December 2016 at 10:00 AM PST. All RSVPS shall be initiated by contacting the Contracting Officer (Scott Russell) at Scott.Russell@VA.gov. The Contracting Officer will acknowledge the RSVP s and provide final site visit instructions. Questions will not be taken during the site visit. Offerors are required to submit all questions in writing to Scott Russell at scott.russell@va.gov by 10:00 AM EST on 30 Dec 2016. Subsequent to the site visit, an amendment to the solicitation containing an abstract of all questions and the Government's answers will be made publicly available. ix. FAR 52.212-2, Evaluation -- Commercial Items does apply. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i. Technical Capability: The offeror shall provide a description of the walk in freezer to verify that it meets all salient characteristics and an estimated delivery and installation date. ii Price will be evaluated to determine reasonableness x. The offeror must have completed the annual representations and certifications electronically via the SAM website access through http://www.acquisition.gov. After reviewing the SAM database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ____________. xi.
