PLEASE NOTE THE RFI RESPONSE DUE DATE HAS BEEN EXTENDED TO JANUARY 13, 2016 @ 1:00PM This Request for Information (RFI) is being released pursuant to the Federal Acquisition Regulations (FAR) Part 10 Market Research. The information collected through the process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Proposals (RFP), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this RFI shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary. The Office of Justice Programs (OJP), Office for Civil Rights (OCR), United States Department of Justice (DOJ) ensures that recipients of federal financial assistance from OJP, the Office on Violence Against Women (OVW), and the Office of Community Oriented Policing (COPS) comply with civil rights laws that prohibit discrimination in both recipients' delivery of services or benefits and employment. The OCR exercises its enforcement authority by both investigating complaints from the public and initiating affirmative reviews to ensure that recipients do not use federal funds in an unlawful discriminatory manner. As part of its efforts to address prohibited discrimination, the OCR is currently investigating, analyzing, and attempting to resolve allegations of disparate impact or pattern-and-practice discrimination in the delivery of benefits & services, in recipients' imposition of monetary penalties by levying fees and fines with unlawful disparate impact, of addressing complaints that allege that certain recipients set bail in a manner that has an unlawful discriminatory impact, and evaluating school resource officers programs of DOJ-funded law enforcement agencies for unlawful disparate impact. To complete these reviews, subject-matter experts, specifically experts skilled in statistical analysis of various data. Among other duties, this Statistician will: determine the nature and scope of statistical analyses required, including appropriate time, geographic, and population parameters; perform complex statistical analyses to determine whether representation of groups affected by a justice system, school district, or social service policy or practice significantly differs from expected representation based on census, education, or other comparative data. The applicable North American Industry Classification System (NAICS) code assigned to these proposed services is 541611. The anticipated contract type is Time & Material. The anticipated period of performance is a base year plus one (1) option year commencing March 1, 2017. The anticipated place of performance will include some on-site work at OCR at 810 7th Street NW, Washington DC 20001, as well as the Contractor's site and field locations.
