Page 1 of 4 Page 3 of 4 Page 1 of 4 DEPARTMENT OF VETERANS AFFAIRS (VA) DENVER ACQUISITION & LOGISTICS CENTER (DALC) REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT SYNOPSIS I. INTRODUCTION The Department of Veterans Affairs (VA) Denver Acquisition & Logistics Center (DALC) requires maintenance and repair of their warehouse shelving and drawers to support the Logistics Division mission. The DALC serves as a singular distribution center that fulfills orders placed by clinicians and Veterans worldwide for the following core commodities: Batteries, Hearing Aid Accessories, Hearing Aid Parts, Assistive Devices, Orthotic Components, Orthotic Softgoods, Aids for the Blind, Prosthetic Socks, and Telehealth Devices. The DALC Logistics Division warehouse requires the maintenance and repair of shelving and drawers to fix broken and misaligned storage systems. This contract will ensure that all shelves and drawers in the DALC warehouse are secure and properly functioning. II. BACKGROUND The VA Denver Acquisition & Logistics Center (DALC) manages holistic supply chain management for the VA National Hearing Aid and Telehealth Programs and supports VA and other Government agencies with professional acquisition and logistical services.   Commodities managed include worldwide distribution of hearing aids and hearing aid accessories. Vendors should note that responses to this RFI may in part be utilized by the Agency in a determination whether or not to set aside particularly listed Agency items or item exclusively for participation by various small business socio-economic concerns. This is a Request for Information only. It is not an invitation to submit any offers/quotes. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. Do not submit any offers/quotes in response to this (RFI). Responses to this RFI are not offers/quotes and cannot be accepted by the Agency as such. The Agency will not award a contract on the basis of this RFI nor will it pay for information or comments submitted to the Agency in response to this RFI.   The results of this RFI will be utilized to determine if any Service Disabled Veteran Owned Small Business/Veteran Owned Small Business (SDVOSB/VOSB) opportunities exist. HOWEVER, this RFI is also being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. All Small Business, Socioeconomic contracting programs (8(a), HUBZone, WOSB) will be considered. This requirement is assigned a NAICS code of 337215, Showcase, Partition, Shelving, and Locker Manufacturing. The size standard for this NAICS code is 500 employees. As a result of this RFI, the VA DALC may conduct a competitive procurement and subsequently award a contract. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. III. SCOPE The VA DALC has a requirement to obtain materials and services to repair broken and misaligned storage systems (shelves and drawers) IV. OBJECTIVES Obtain materials and services to repair broken and misaligned storage systems (shelves and drawers) in the DALC warehouse at 555 Corporate Circle, Golden, CO 80401. V. DRAFT REQUIREMENTS The DALC requires the following supplies and services: a. The Contractor shall replace or repair of all broken modular storage drawers and glide rails. 5 drawers are currently inoperable and 8 more have tracks that are misaligned. There are a total of 180 BILT drawers (6 tall, 48 wide, 24 deep). http://www.biltindustries.com/modular_drawers_photos.php b. The Contractor shall anchor all rows of shelving at 4 foot intervals to prevent the shelving from shifting or tipping during routine use (https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=standards&p_id=10685 & https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=INTERPRETATIONS&p_id=18335). The anchors shall be affixed into hard concrete at an OHSA recommended depth to prevent shifting and tipping. c. The Contractor shall install protective corner guards on all row ends. The guards shall be constructed from 1/4" thick steel protectors and bolted to the concrete floor by the base. The guards bolted and be a minimum of 15 inches tall and 5 inches wide. d. The following Line Items (CLINS) will be used to itemize and describe the services required: CLIN 1: Replace BILT modular storage drawers: Firm Fixed Price. Contractor shall supply all labor, supplies, material, tools, supervision necessary to complete the requirement described in this PWS. Quantity: 5 CLIN 2: Drawer Glide Rail Replacement: Firm Fixed Price. Contractor shall supply all labor, supplies, material, tools, supervision necessary to complete the requirement described in this PWS. Quantity: 8 CLIN 3: Bolting Anchor Points: Firm Fixed Price. Contractor shall supply all labor, supplies, material, tools, supervision necessary to complete the requirement described in this PWS. Quantity: 250 CLIN 4: Protective Rack Corners: Firm Fixed Price. Contractor shall supply all labor, supplies, material, tools, supervision necessary to complete the requirement described in this PWS. The protective rack corners shall be a minimum of 10 gauge steel and 18 inches tall. The corners shall be affixed to the concrete floor with industrial grade bolts that are a minimum of 5/8 diameter and 4 long. Quantity: 92 CLIN 5: Guardrail: Firm Fixed Price. Contractor shall supply all labor, supplies, material, tools, supervision necessary to complete the requirement described in this PWS. 18 high, 41 long guardrail installed along far shelving row to prevent damage from forklifts and material handling equipment. Quantity: 1 2.3 Additional requirement information: 2.3.1 This will be firm fixed price contract. The Contractor shall include an itemized price list of all parts and estimated labor for the completion of this requirement. 2.3.2 The Contractor shall provide warranty provisions in their quote to cover services for unforeseen mechanical problems or material defects. 2.3.3 Anchor points and spacing intervals shall be completed to abate all tip and trip hazards posed by the unsecure shelving. The Contractor shall outline this in a technical proposal that defines the exact work to be performed. 2.3.4 The shelving units are modular (Klip-BILT II model: (http://www.biltindustries.com/klip_bilt_ii_specs.php). There are a total of 23 rows of shelves with 10 sections. Each section is 8 tall, 4 wide, and 2 deep. Each row is approximately 40 long. Quantity: 250 anchor points require bolting. 2.3.5 The guardrail must be a minimum of 10 gauge steel and be fastened with anchors and industrial grade bolts that are a minimum of 5/8 diameter and 4 long.
