Description
This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-bid-build construction contract for a hydrant fuel system at Joint Base Charleston, SC. The construction project is an extension of the existing hydrant fueling system to the new hot cargo pads at JB Charleston. The work involves two new hydrant pits, one each at new hot cargo pads 40 and 41 and the placement of approximately 7650 linear feet of interior and exterior coated 14 carbon steel pipe. The majority of the pipe will be placed via open trench, but approximately 350 feet will be jack and bored beneath the entrance to hot cargo pad 40. Additionally, 1600 square yards of 7 inch thick concrete pavement will be added to hot cargo pad 40 to improve refueler truck movement around the aircraft. The project also includes increasing the impeller size on all five (5) pumps in pump house 2 along with adding minimum differential (DP) pilots and associated control valves located at the hydrant hose truck (HHT) checkout stands to all 35 existing valve pits. This is a negotiated procurement utilizing best value selection procedures that consists of the submission of price and non-cost/price proposals. The source selection process to be used is the Lowest Price Technically Acceptable source selection process. Award will be made to the offeror whose total price and non-cost/price proposal offers the best value to the government. Contract award is anticipated on or around Aug 2017. The construction completion date for the project will be 562 days after award. The estimated price range for the entire project is between $10,000,000 and $25,000,000. The NAICS Code is 237120 with a small business size standard of $36,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit will be held approximately 14 days after the solicitation is released (exact date and time will be specified in the solicitation). Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check the website for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE SYSTEM FOR AWARD MANAGEMENT (SAM).
