Description
The U.S. Department of Agriculture, Agricultural Research Service, South East Area, has a requirement for Replacing Roof on Bldg. 17, Ft. Lauderdale, FL location. The work includes, but is not limited to, these principal features of work: This project is to install a new adhered polyvinyl-chloride (PVC) roof membrane system applied over a ½" fiberglass-faced, polyester modified gypsum cover board and insulation substrate shall be installed. The cover board will be installed over the added layer of Polyisocanurate insulation and screwed down through the lightweight concrete insulation into the metal decking. The existing roof insulation is R-14 for the penthouse roof and R-19 for the low roof. Additional insulation will be added to meet ASHRAE 90.1 requirements of R-25. Roof slopes will be increased to a minimum of ¼" per foot minimum. The roof top lightning protection system shall be replaced and inspected by a UL inspector and shall receive a favorable Letter or Findings that the roof lightning protection meets current UL96 requirements. All existing copings, counterflashing, and perimeter flashings will be replaced with the roof replacement. New cast iron roof drains, strainers and clamps will be installed into the new roof. As the Penthouse EIFS is in poor condition, a complete cleaning and new top coat is to be applied to the penthouse walls. Warnings have been included on the Construction Documents cautioning about the importance of maintaining insect containment. HEPA filtered vents and greenhouse /roof interface will be flagged for special care during construction. Performance Period: The Contractor shall complete all work within 120 consecutive calendar days after issue of the Notice to Proceed (NTP). The type of solicitation will be Best Value, Low Price Technically Acceptable (LPTA) with no trade-offs. The NAICS Code for this procurement is 238160, Roofing Contractors. Small Business Size Standard is $15.0 million. It is anticipated that award will result in a single award, firm fixed-price contract. The project magnitude of this construction project is between $250,000 and $500,000. This solicitation will be a Request for Proposals (RFP) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-94. Solicitation No. AG-32SC-S-17-0009 is anticipated that the solicitation package will be at the Federal Business Opportunities (FedBizOpps) at www.fbo.gov on or about 18 January 2017. Paper copies will not be issued. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. The proposed offer due date and site visit will be identified within the solicitation. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database.
