The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The newly established Muscle Energetics Laboratory (MEL) studies the molecular regulation of mitochondrial energy distribution within muscle cells. To understand changes in DNA and proteins in transgenic animals as well as under different metabolic conditions, there is a need to image gels and western blots with ultraviolet (UV), visible, and near infrared (NIR) light sources. The MEL requires an Azure c600 Series Imager or equivalent to meet these needs. (i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued." (ii) The solicitation number is NHLBI-CSB-HL-2017-061-KEW and the solicitation is issued as a request for quote (RFQ). (iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-93 effective 01 JAN 2017. (iv) The associated NAICS code is 333314, Optical instruments and lens manufacturing, and the small business size standard is 500 employees. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and 13. (v) The Contractor Requirements are listed below: The contractor shall provide the following to brand name or equal specifications; 1. Azure C600 Imaging System, Product Number: 10147-214, Quantity: 1 Product Features: • Two Channel Infrared (IR) Direct Detection - Laser diodes at 660nm and 785nm offer better sensitivity than LEDs or white light sources • Three Channel RGB Excitation - For Cy5/Cy3/Cy2 applications -allows quantitation of two proteins (or modifications) and a loading control without stripping and re-probing • Fast Chemiluminescent Detection without film. Place your sample in the tray and capture your image with a click of a button • Capture all your gel and blot images on a single instrument. DNA, protein, colorimetric or photometric • 4.3 OD Dynamic Range Applications: • Wht Light • Blue Light • UV Light • RGB • Chemi • NIR (vi) Delivery: Ship upon award. Vendor shall put shipping lead time on their quote. To be technically acceptable, the proposed product must meet or exceed the capabilities provided by the Azure c600 Imaging System. (x) FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, is applicable. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (p) of this provision.
