- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW UP INFORMATION REQUESTS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. HOWEVER RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. NO RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT WILL BE POSTED TO FEDBIZOPS. The purpose of this announcement is to gain knowledge of potential business sources; with specific interest in small business, certified 8(a) serviced by SBA districts, certified HUB Zone, Women Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for work on a home demolition, road/walkway construction, and utility relocation/construction contract. The NAICS Code is 238910 Site Preparation Contractors (size standard $15 million average annual receipts for preceding three fiscal years). No awards will be made from the responses to this synopsis. No solicitation will be available at this time. Responses will be used to determine appropriate acquisition decisions for a future procurement. BACKGROUND AND INFORMATION FOR CONSTRUCTION CONTRACT The New York District, U.S. Army Corps of Engineers (District) is preparing plans and specifications for a site preparation contract on Fire Island, NY. Current plans call for demolition of 10 to 20 homes; clearing 2 to 6 relocated home sites; construction of approximately 3,000 to 6,000 feet of new water main ranging in size from 6" to 12", installing new water connections and hydrants, dewatering and abandoning in place 1,000 to 2,000 feet of existing water main; relocation of 5 to 20 utility poles; and construction of a 200 to 400 foot long access road for pedestrians and vehicles. The majority of the work will occur in the community of Ocean Bay Park, with some demolitions possible in Davis Park and Fire Island Pines. The work involves home demolition, utility relocation, abandoning septic systems, disposal, clearing, grubbing, excavation, retaining wall construction, fill placement, grading, and obtaining necessary permits. Complexities include sandy soils, pile foundation removal, asbestos sampling and removal, vegetation mulching, limited vehicle access, removal of debris by water access (boat/barge), and coordination with multiple utilities. Construction cost is in the range of $5,000,000.00 to $10,000,000.00. OPERATIONAL CONSTRAINTS The Contractor will conform to all local, state, and federal laws while carrying out the construction process for this project. This includes paying all fees and obtaining all permits required for the work. The Contractor shall prepare and submit a site-specific safety and health plan to the government for approval prior to mobilization. The Contractor shall prepare and submit a site-specific demolition and debris removal plan to the government for approval prior to mobilization. Debris removal must be accomplished by water access (boat/barge). SURVEY OF THE CONSTRUCTION CONTRACTOR INDUSTRY The following is a confidential survey questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following questions. At the end of this survey you will be asked to provide your comments. General 1) Would you be willing to bid on the project described above? Please provide a brief description. If the answer is no, please explain why not. Business Characteristics 2) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 3) What is your bonding capacity per contract? What is your total bonding capacity? 4) Is your company a small or large business as defined by the SBA? Are you classified as a certified 8(a) serviced by SBA districts, certified HUB Zone, Woman Owned Small Business (WOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)? Answer the same questions for any planned subcontractors. Experience 5) What are the largest home demolition, road construction, and utility relocation/construction contracts (in dollar amounts, number of buildings, length of utility lines) on which you were the prime contractor? 6) Have you worked on any projects on Fire Island, NY? How have you dealt with the limitations to transportation and vehicular access? 7) Have you ever worked on a home demolition project similar in nature to this project? If so, please provide a list and description of at least one project 5 homes or greater, which included the following complexities: sandy soils, pile foundation removal, asbestos sampling and removal, abandoning septic systems, limited vehicle access, and complex debris removal. Description shall include size, cost, and technical qualifications of staff, any customer feedback received, and a narrative of any complexities encountered. 8) Have you ever worked on a utility relocation/construction project similar in nature to this project? If so, please provide a list and description of at least one project that included the following complexities: installing new water connections and hydrants, sandy soils, limited vehicle access, and complex debris removal. Description shall include size, cost, technical qualifications of staff, any customer feedback received, and a narrative of any complexities encountered. 9) Have you ever worked on a road/walkway construction project similar in nature to this project? If so, please provide a list and description of at least one project that included the following complexities: sandy soils, limited vehicle access, vegetation mulching, and complex debris removal. Description shall include size, cost, technical qualifications of staff, any customer feedback received, and a narrative of any complexities encountered. Equipment 10) What type of standard construction equipment do you and your subcontractors own and/or operate? Please include equipment for work on soft soils such as low pressure off road hauling equipment, low ground pressure dozers, and low ground pressure utility vehicles. 11) What type of marine equipment do you and your subcontractors own and/or operate? Please include any equipment used for marine hauling such as tugs and barges, crew boats, and landing craft that is suitable for hauling the debris. For each item of equipment that you list, please specify its load capacity, passenger capacity, modifications and any other relevant characteristics. Contractor's Comments or Recommendations 12) Please provide, if any Please note that this notice is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government should not construe this Sources Sought Synopsis as a commitment for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms.
