Description
General Information: The Federal Aviation Administration (FAA) Civil Aerospace Medical Institute (CAMI), Functional Genomics Team (AAM-612) is conducting Market Analysis via this Market Survey/Request for Information to garner and improve the Government s understanding of the current market conditions related to developing and establishing its acquisition strategy in support of its five (5) year research study requirement COMPARISON ACROSS MULTIPLE TYPES OF SLEEP DEPRIVATION to gather blood samples to analyze gene expressions profiles in individuals exposed to total sleep deprivation, chronic sleep restriction, mistimed sleep simulating night shiftwork, and a well-rested control condition. Additionally, the team needs to acquire neurobehavioral data. The team will use this information to assess how the marketplace can best fulfill the governments requirement as it serves the public interest across national air space (NAS). The requirement will be for a one year base period with four (4) one-year option periods. The FAA will review the responses to the Market Survey and will make appropriate acquisition planning decisions that best meet the FAA s needs. The results of the Market Survey will assist the FAA to determine the extent of the requirement that may be set-aside for small businesses, socially and economically disadvantaged small business [8(a)] and Service disabled Veteran-Owned Small Businesses. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party s expense. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. Responses to this market survey will be used for informational purposes only. All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received by 3:00 P.M, Central Time on January 6, 2017. Market survey responses received after the time and date specified will be determined to be late and may not be considered. Capability Statement: Qualified vendors are invited to submit documentation evidencing the possession of the following capabilities: 1.Company Information Name and address of company Point of contact (name, title, telephone number, and email address) Large or Small Business 2.Capabilities Biosketch / abbreviated curriculum vitae, including list of 10 most relevant publications and list of research grants on which the responding party is a PI or Co-PI. Detailed description of sleep research laboratory facilities including layout, number of individual suites, common areas, lighting control including intensity and wavelength controls. Description of wet-lab capabilities including equipment for handling and freezing blood samples. A statement of personnel experience as requested herein (e.g., phlebotomist, neurobehavioral expertise, research assistants). Proposed research plan overview and schedule, to include timing of blood draws and neurobehavioral assays for subjects in each of the four study conditions described in the Statement of Work, as well as proposed times of sleep/wake in each condition. Proposed list of neurobehavioral test battery, including a brief description of the tests and their interpretation. Statement as to whether the Contractor plans to assay all subjects requested in this proposal, or a specified subset. If the Contractor plans to assay a subset of subjects and has a proposed collaborator for the remainder, said collaborator(s) should be named and either encouraged to submit their own response, or a single coordinated response can be submitted encompassing all parties. oAt a minimum, the first three bullet points above must be included for collaborating labs. Statement of the number of subjects to be assayed simultaneously. Brief description of IRB facilities and logistics support. 3.Business Declaration Interested firms are asked to submit the attached Business Declaration and a copy of their SBA 8(a) certification if applicable. Respondents must be active in the System for Award Management (SAM) (www.sam.gov). Universities/academic groups will be considered. Attached is a draft of the Statement of Work (SOW).
