- Statement of Work for Inertia Weld Development Solicitation Terms and Conditions NNM17122117Q ***Please submit offers and questions, in writing only to Steven S. Shaw at steven.s.shaw@nasa.gov*** This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Inertia Weld Development Service and Data for Joining Inconel 718 and Rhenium. This is a full and open competitive basis procurement. The NAICS Code and Standard Size for this procurement is 541712/1000 respectively. All responsible sources may submit an offer which shall be considered by the agency. However any award from this RFQ shall require the potential vendor to be certified within the System For Awards Management (SAM) and completion of the Representations and Certifications in the SAM System prior to award at www.sam.gov. Delivery shall be FOB Destination to MSFC, Central Receiving, Bldg. 4631, Saturn Road, MSFC, AL 35812. Interested organizations may submit their offers to this effort in writing to Steven S. Shaw at steven.s.shaw@nasa.gov not later than 4:00pm CST on January 10, 2017. It must include solicitation number, FOB Destination shipping terms and costs, proposed delivery schedule, payment terms of Net 30, warranty duration, taxpayer identification number (TIN), identification of any special commercial items, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Oct 2106), Instructions to Offerors- Commercial Items, which is incorporated by reference. FAR 52.212-4 (May 2015), Contract Terms and Conditions- Commercial Items is applicable. FAR 52.212-5 (Nov 2016) Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items is applicable and are attached to this solicitation. The FAR may be obtained via the Internet at URL: http://www.acqusition.gov/far/index.html The NSF may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award shall be made to the lowest priced, technically acceptable offer. Technical acceptability shall be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84 Ombudsman (Nov 2011), is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). Technical questions to this solicitation will be accepted until 8:00am on 01/06/2017.
