- This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to determine if there are any vendors with economic status of Service Disabled Veteran Owned, Veteran Owned, Women Owned, and other Small Businesses that can provide temporary staffing for Critical Care Registered Nurses (RN), Med/Surgery Registered Nurses (RN), Chronic Hemodialysis Nurses (RN), Radiology Nurses (RN), Post Anesthesia Care Unit Nurses, Operating Room Nurses, Emergency Room (RN), Chemotherapy Nurses, Licensed Practical/Vocational Nurses (LPN/LVN), Nursing Assistants (NA) and Nurse Practitioners (NP) to augment in-house staffing. In addition, the VA is also interested in temporary staffing for phlebotomists. Responses to this sources sought will be used for market research purposes. This requirement is for both San Francisco VA Health Care System and Northern California Health Care System. Vendors interested in one or both of the Health Care Systems should respond to express an interest. There is no solicitation document as this time. The NAICS is 561320 with Small Business size of $27.5 million. NOTE: Please ensure that System For Award Management (SAM) (www.sam.gov) indicates this NAICS code if you are interested in the requirement. Only firms interested and capable should send their information and/or capability statement and any questions by email to felicia.demita@va.gov a no later than 4:00 PM Pacific Standard Time, January 13, 2017. If interested, please provide the following information: Name of Company Point of Contact Name, phone number, and email address DUNS number Socio-economic status such as Service Disabled Veteran Owned Small Business, VOSB, Women-Owned Small Business, etc. should be included. SDVOSB/VOSB status will be verified using VetBiz. Capability statements Identify geographical service areas How many recruiters do you have located in the service area(s)? How many employees do you have in the service area(s)? Indicate prior experience for same/similar service in these geographical areas. Before responding please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. See FAR 52.219-14 and FAR 52.219-27 available in full text at https://www.acquisition.gov/far/html/52_217_221.html The anticipated need for both Health Care Systems is significant. Contractors will be required to provide the temporary staffing within a few hours of notice, which is more often than not the case. Rarely will the VA have the ability to notify the contractor in advance, so the contractor will be required to have a large pool of credentialed and approved candidates to support the facility. The contractor s personnel may be released from duty after a minimum of four (4) hours if their services are no longer required, however contract personnel will only be paid for actual hours worked. Any tour of duty for Contractor s personnel may be canceled two (2) hours prior to assigned shift (without penalty), if staffing permits. The VA is not required to make payment after employee has been released from duty employee will only be paid for actual hours worked. Contract Personnel brought in under a term agreement (i.e. Travel/Per-Diem Nurses) will be subject to reassignment if patient care needs dictate. The Contractor shall respond to telephone calls from the Contracting Officer Representative (COR) within thirty (30) minutes on a twenty-four (24) hour a day, seven (7) days a week basis. When contract personnel do not report for scheduled shift, the Contractor shall provide a fully qualified replacement within four (4) hours of notification. Because these positions are direct patient care, the candidates must be approved through the VA s credentialing process and background screening. This process can take anywhere from 6-12 weeks and sometimes longer. In order to meet the temporary staffing needs of the contract, the VA expects interested vendors will be aware of the time-frame and plan accordingly. Since the positions are for temporary staffing, the contractor should anticipate that not all candidates submitted will be approved or will still be available. As a result, the contractor will likely need to submit more candidates than requested to ensure once the process is complete it can fulfill the need. The Service Contract Act will apply. Pursuant to FAR 52.222-17 Nondisplacement of Qualified Workers, a successor contractor will be required to offer a first right of refusal to incumbent employees. Invoices will only be accepted on a monthly basis. Weekly invoices will not be accepted. Please see the DRAFT Performance Work Statements attached for further details.
