- The U.S. Army Contracting Command - Warren (ACC-WRN) will be issuing a restricted for sole source Request for Proposal (RFP) via email, for one commercially available 3 Mega Watt (MW) resistive load bank and load bank system such as the dynamic braking system, the reactive power module, cooling/exhaust system, power protection system, and smart control programmable system. The requirement will be procured as a firm-fixed price contract modification on existing contract W56HZV-12-C-L557 to Horiba Instrument's, Inc. (Horiba). Without the addition of this 3MW resistive load bank, the test cell dynamometer system, which is already on contract, cannot operate. The focus of the 3MW load bank is to absorb generated power from the dynamometers while the commissioning process is completed and for future Government testing that will take place in the Combat Powertrain Lab. Tank Automotive Research, Development, and Engineering Center's (TARDEC) existing four alternating current (AC), 800 kilowatts each, dynamometers are complex custom systems and slightly modified to meet the Government's need and installed by Horiba. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. All responsible sources may submit a capability statement and proposal to the contracting officer for consideration. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to negotiate and award a contract modification to Horiba (Cage# 53595). The forecasted due date for a proposal is January 19, 2017. A Technical Data Package (TDP) is not available for this requirement. All responsible sources may consider contacting Horiba for possible subcontracting opportunities.
