- The purpose of this Special Notice is to provide access to the CLASS Technical Library. These documents are access-controlled through FBO.gov. In order to gain access, offerors must: (This information is taken from the the document titled "UPDATED 1-4-17 - CLASS Technical Library Access Process", attached to the Presolicitation Notice. 1.Sign and submit Nondisclosure Agreement, Rules of Behavior, and Intent to Propose documents to the Contracting Officer. a.Interested vendors (prime and partners) must complete and submit the following forms by email to the Contracting Officer at Michael.blumenfeld@noaa.gov, cc Jason.zick@noaa.gov: i.Non-disclosure agreement ii.Rules of Behavior iii.Intent to propose b.Any requestor who violates the terms of the NDA or Rules of Behavior will have access to the technical library revoked. 2.Log in to FBO.gov as a Vendor. 3.Go to the following URL: https://www.fbo.gov/spg/DOC/NOAA/1333/NEEG1000-16-00226/listing.html. a.There are two FBO postings under the same solicitation number, NEEG1000- 16-0226. One is a Pre-Solicitation Notice called "Comprehensive Large Array- data Stewardship System (CLASS) Program Support", which contains all the historical updates for this procurement. The other is a Special Notice called "Technical Library for CLASS Program Support". You can access both from the above link. 4.Click on the Special Notice called "Technical Library for Comprehensive Large Array-data Stewardship System (CLASS) Program Support". 5.Click on the Package titled "CLASS Technical Library". You will see that the Package is locked for explicit access only. 6.Click on document you want access to. You will be prompted to input your Marketing Partner ID Number (MPIN) to request access to the document. This will automatically send a message to the Government procurement team. a.An MPIN is granted to all vendors who are registered in SAM.gov. Instructions for locating your company's MPIN can be found at the following URL: https://fsd.gov/fsd-gov/answer.do?sysparm_kbid=81d0e67e6f585100211956532e3ee43c&sysparm_search= 7.Repeat Step 6 for every document you want to access. 8.The Government will then review your request in the FBO system, and approve your access. You will receive an automatic notification when access is approved. 9.Once you receive your notification, you may go back to the Special Notice, and download the attachment you were just granted access to. The document will no longer be locked. NOTE 1: It is the CLASS Program Management Office's view that this set of documents is sufficient to develop a well-informed proposal response. Vendors who believe additional documentation is needed may submit a request for that documentation to the Contracting Officer, Michael Blumenfeld, at Michael.blumenfeld@noaa.gov, cc Jason Zick at Jason.zick@noaa.gov, The Government will consider each request on a case by case basis. Final acceptance of any additional documentation to the Technical Library at the CO's discretion. NOTE 2: The Technical Library will remain available until the closing date for RFP submissions.
