- NASA/GSFC has a requirement for software maintenance of the Cadence Design Systems, Inc. electrical engineering design toolset which includes maintenance for the following products: VerilogXL Simulator, Cadence NC-Verilog Simulator, Incisive Unified Simulator, Virtuoso Spectre Simulator, Virtuoso Schematic Editor, Virtuoso Analog Design Environment, Virtuoso Layout Suite, Diva Design Rule Checker, Diva Layout Vs. Schematic Verifier, and Diva Parasitic Extractor. The vendor stated above is the only source of license renewal for this product. NASA/GSFC intends to purchase the items from Cadence Design Systems, Inc. competition is impractical as the software was purchased from Cadence Design Systems, Inc., who is the manufacturer. Cadence Design Systems, Inc. is the only company with single expertise who provides maintenance for their software. Cadence Design Systems, Inc. has stated that there are no third party vendors who can provide maintenance for their products. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort by email to Alpana.K.Jenne@nasa.gov no later than 2:00 p.m. Eastern time on January 18, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
