- Canister Industry Day Presentation Engineering Services Industry Day Presentation Launcher Industry Day Presentation The Program Executive Office Integrated Warfare Systems, Surface Launching Systems Program Office (IWS 3L) will be conducting industry days for acquisition of future products and services. The MK 41 Vertical Launching System (VLS) has three major areas of future products and services that will be contracted via full and open competition. These areas include MK 41 VLS Canister and Launcher Mechanical and Electronic Design Agent Services, MK 41 VLS Canister Production, and MK41 VLS Launcher Production. IWS 3L has scheduled a single day for each product area. The objectives of Industry Days are to increase industry understanding and appreciation of IWS 3L requirements and to provide industry the opportunity to ask questions and obtain feedback from the Navy. The Government will respond in writing to all questions submitted by posting them to the FedBizOpps and/or NECO. NAVSEA intends to hold a VLS Industry Day commencing each day at 0900 Pacific Time at the Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, CA, Building 384 on the following days: •1. 19 July 2016, MK41 VLS Design Agent Services: The MK41 Design Agent Services includes launcher and canister design, launcher and canister integration into new ship classes, system product improvements, producibility enhancements, and reliability enhancements, failure investigations in support of US Navy, Allied Navy, and NATO SEASPARROW Consortium requirements. The anticipated contract will also contain logistics and technical services to support the Life Cycle Support Facility (LCSF) and on-site Installation and Check Out (INCO) services. Additional efforts include depot level repair and test, failure analysis, procurement and replenishment of repairable components, inventory and requisition processing for Fleet/ shore based facilities and providing technical support to the Technical Direction Agent, In-Service Engineering Agent, and System Integration Agent. •2. 20 July 2016, MK 41 VLS Canister Production: The MK 41 VLS Canister Production Contract includes MK 13 Mod 0, MK 14 Mod 2, MK 21 Mod 2, MK 21 Mod 3, MK 21 Mod 4, MK 25 Mod 0, MK 25 Mod 1 and MK 29 Mod 0 canisters, ancillary hardware, and associated support equipment in support of US Navy requirements, Foreign Military Sales and NATO SEASPARROW consortium requirements. The Canisters serve as missile shipping containers (when configured with the Packaging, Handling, Storage & Transportation (PHS & T) equipment and launch tubes (when loaded into MK 41 VLS Modules). The Canisters provide missile environmental protection, structural support, hazard monitoring and rocket motor exhaust gas containment. •3. 21 July 2016, MK 41 VLS Launcher Production: MK 41 Launcher Production includes USN DDG 51 Class launchers consist of 12 modules composed of eight cells each. Allied Navy MK 41 VLS launchers typically consist of fewer modules with eight cells each. The FY18-22 requirements consist of up to 120 modules (10 USN DDG 51 Class shipsets), an possible options for up to 48 additional modules (4 USN and/or DDG 51 equivalent Allied Navy Shipsets), upgrade kits and spares for Aegis Modernization (AMOD) and DDG Modernization Programs. The FY18-FY22 DDG 51 Class module production requirements are planned to be procured via multi-year contracting in FY18. FY18-FY22 USN and/or DDG 51 equivalent Allied Navy module options may be procured via annual contract with base plus option requirements. The AMOD Mod kit requirements, starting in FY18, will be via annual contracting with base plus option requirements. Interested parties are required to RSVP for Industry Day by close of business on 31 January 2017 via e-mail to the Procuring Contracting Officer, Stephen Hughes, at stephen.t.hughes@navy.mil with a copy to Ivy Hosokawa at ivy.e.hosokawa@navy.mil. The RSVP shall include the following information: Subject line: "NAVSEA MK 41 VLS Industry Day RSVP PII" Include the Point-of-Contact's name, telephone number, company, and Names of the attendees from interested company in the email. Interested parties are limited to two attendees per respondent. Formal presentations are not required or accepted and recording devices are not permitted. Please see the attached Visitor's information guide for directions to Naval Surface Warfare Center, Port Hueneme Division as well as instructions to fulfill badge and base access requirements. Each message shall include a completed SECNAV 5512. Disclaimer: This notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via FedBizOpps and NECO. Interested parties must comply with the announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. IMPORTANT: In order to be considered for contract award, all offerors or interested parties must be a United States (US) company or an independent US subsidiary. However, subject to the applicable laws, regulations, and the terms of the solicitation, foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations. Potential offerors are advised that the solicitation attachments contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. If a solicitation is posted, these documents will be supplied on a CD/DVD which will be mailed separately upon request. Only one copy of the controlled unclassified information CD/DVD will be distributed per interested company. Potential offerors interested in receiving the export controlled attachments will be required to submit a copy of a valid DD Form 2345 (Military Critical Technical Data Agreement), signed by the US/Canada Joint Certification Office. Instruction for obtaining a DD Form 2345 can be found at: http://www.dtic.mil/whs/directives/forms/eforms/dd2345.pdf If your firm is interested in this planned procurement, it is advised that prior to the posting of the solicitation you and your potential subcontractors obtain the appropriate export control authority or dissemination authorization to handle technical data whose export is restricted by the Arms Export Control Act. NAVSEA has no control over the timing, or granting of the DD Form 2345. Additional instructions for requesting the attachments will be posted if a solicitation is posted. Please note that the Government will not reimburse participants for any expenses associated with their travel or participation in this event. If you do not have a CAC, you are required to notify the meeting POC (whom will need to sponsor you on the base) and complete SECNAV 5512-1 (see attached form). Completed SECNAV 5512-1 must be submitted to the meeting POC by 07/08/16 and bring it with you to the Pass and ID Office (located in BLDG 1183 adjacent to the Sunkist Gate). This will allow you to obtain a temporary pass on the first day of the meeting to enter the base. Limit two attendees per company. Vehicles are subject to search and inspection.
