Description
This is a Request for Information (RFI) Only. Department of Defense, Department of the Army, Joint Program Executive Office Chemical Biological Defense (JPEO CBD) is issuing this RFI solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to a contract for any supply or service. Responders are advised that the US Government will not pay any cost incurred in response to this RFI. Not responding to this RFI does not preclude participating in future RFPs. The JPEO-CBD, Joint Project Leader Radiological Nuclear Defense (JPL RND) and the Defense Threat Reduction Agency (DTRA) will test Hands Free Radiation Detection Systems from approximately Feb to Aug 2017 at no cost to the responding Offerors. Offerors will receive test results for their system(s) only, after conclusion of testing and data analysis. The Offeror's system(s) will be returned upon conclusion of testing. The primary focus of the overall MRDS program is the detection and presumptive identification of Special Nuclear Material (SNM) and threat radiological materials. Planned testing of the detection systems will use unshielded radioactive test sources, as well as shielding and masking test scenarios. Testing will be conducted in multiple phases, on a sequential basis. In general, the phases of testing will include a static test, dynamic test, and a military operator assessment. Every system submitted for testing may not qualify for all phases as progression is dependent on the performance in earlier phases. System(s) submittal criteria: Only mature (Technology Readiness Level 8), commercially available systems that meet the MRDS Hands Free Radiation Detection System Performance Specification are sought for this test. In addition, Offerors may only submit multiple variants if they possess different detector materials or algorithms. Each Offeror may submit up to two unique variants. Interested Offerors shall provide the following information on each proposed system NLT 17 January 2017 1. The Offeror name, address, Testing Point of Contact, email and telephone number. 2. NAICS Code 3. A brief description and development history of the system 4. A self-assessment of the Offeror's system ability to meet the Performance Specification using the White Paper template to be provided 5. The suggested price of the system as commercially sold to include warranty cost, if applicable. Following review of the RFI responses, the Government anticipates notifying the Offeror(s) if the submitted system(s) have been accepted no later than 23 January 2017. The selected Offeror(s) shall enter into a Bailment Agreement to temporarily transfer possession of system to the US Government. A sample Bailment Agreement is attached. Offeror(s) shall ship two systems (with one designated as "Primary") for each variant so they arrive at the Defense Threat Reduction Agency (DTRA) test facility (located in New Mexico), no later than 03 February 2017. System(s) shipment should include Technical Manuals and/or Operating Instructions for each variant. Technical Manuals/Operating Instructions may be submitted earlier once the Offeror's system(s) has been accepted. Offeror(s) shall NOT have opportunity to witness testing or visit the facility. JPL RND and DTRA will use a third-party, known as Applied Research Associates (ARA), INC to test the systems. Any Offeror wishing to enter into a Non-Disclosure Agreement (NDA) with ARA shall state so in their response to the RFI. The Government Contracting Office will coordinate the transfer of the NDA. JPL RND may use contractors currently supporting the JPEO-CBD to review the RFI submission. NDAs are in place for those contractors. Respondents are advised that the information submitted to the Government in response to this RFI may be released to non-Government personnel for review and analysis. (a) The Non- Government support will be provided by the following organizations: Engility Patricio Enterprises Tech62 (b) Respondents shall complete paragraph (b)(1) below: (1) I understand technical data submitted to the Government in response to this RFI may be released to non-Government personnel as described in the paragraph above. Any data recorded prior to cancellation will be provided to the Offeror. All Offeror(s) must email their responses to this RFI to the Contracting Officer/Specialist no later than 12:00 PM (Eastern Time) 17 January 2017.
