- This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socioeconomic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond. The synopsis and solicitation, if issued, will be made available on FedBizOpps (http://www.fbo.gov) and FedConnect (http://www.fedconnect.net). It is the potential offerors responsibility to monitor FedBizOpps and FedConnect for issuance of any future solicitation that may result from this Sources Sought Synopsis. The estimated posting date of the solicitation will be on or about March 01, 2017. NAICS Code: 236220 (Commercial and Institutional Building Construction) Small Business Size Standard: $36.5 Million Product and Service Code (PSC): Y1AA (Construction of Office Buildings) The resulting solicitation and contract will be firm-fixed-price (FFP). In accordance with FAR 36.204, the disclosure of the magnitude of construction is between $1,000,000 and $5,000,000. GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) Contracting and General Services (CGS) Region 1 has been tasked to solicit for and procure a Design-Bid-Build (D-B-B) to Construct an Administrative Office and Resource Center at the Modoc National Wildlife Refuge - Alturas, CA. The original Administrative Office / Resource Center was destroyed by fire on October 04, 2015. This project replaces the destroyed building and expands its footprint to create a multiple-use facility. THE WORK CONSISTS OF: Contractor shall construct a new Administrative Office and Resource Center with limited site development, including utilities, staff and visitor parking, and landscaping. Facility will be an approximate 3,470 square foot, one-story, non-sprinkler building utilizing stick frame construction and a metal roof, which shall match the nearby Refuge Managers house. Rooms will include a reception and display area, conference / education room, offices, staff break room, staff / public restroom, file storage area, work room / office supply, janitors closet, crawl space and two entry vestibules. Building will serve approximately 10 people (i.e. staff and volunteers) working for the Refuge. Draft specifications and drawings are available for informational purposes only. Interested firms may request electronic copies thru the Contracting Officer. Requests shall be made no later than January 13, 2017. CAPABILITIES: Firms shall demonstrate the following: 1. Experience: At a minimum, firms shall provide the following information for similar building construction listed under GENERAL INFORMATION and THE WORK CONSISTS OF. Firms shall provide no more than three (3) projects. Each project shall have had a final contract value greater than $1,000,000 and shall have been completed within the past five (5) years or be currently ongoing (but at least 25% complete). Projects do not have to be Government contracts to be considered. Documentation shall include the following: - Contract Number - Contract Title - Contract Location - Contract Type (FFP, Cost Reimbursement, or Other (Please Specify)) - Construction Type (D-B-B, Design-Build (D-B), or Other (Please Specify)) - Worked as the Prime Contractor, Subcontractor, Designer-of-Record, Joint Venture, or Other (Please Explain) - List of Major Subcontractors (i.e. Subcontracts Greater than $150,000) (List Subcontractors Disciplines) - Contract Award Completion Date - Contract Actual Completion Date - Brief Explanation of Difference in Contract Award and Actual Completion Date - Contract Award Price - Contract Final Price (Inclusive of Modifications) - Brief Explanation of Difference in Contract Award and Final Price - Complexity of Project (High, Medium or Low) - Briefly describe the contract and how it is relevant to building construction listed under GENERAL INFORMATION and THE WORK CONSISTS OF. In addition, explain what disciplines (e.g. electrical, fire protection and life safety, geotechnical, HVAC, interior design, plumbing, site development, structural, sustainability, telecommunications, wastewater, water) were required. INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS: Firms responses to this synopsis shall be limited to ten (10) pages and at a minimum, shall include the following information: 1. Name and address 2. Point of contact name, phone number and email address 3. CAGE Code and Unique Entity Identifier (i.e. DUNS) Number (if applicable) 4. Interest in working as a prime contractor, subcontractor and/or joint venture 5. Capabilities: Firms shall demonstrate their ability to meet the requirements in the section titled CAPABILITIES. 6. Business size based on the listed NAICS Code, as well as any socioeconomic categories (Small Business, 8(a), HUBZone, WOSB, EDWOSB and SDVOSB) 7. Firms Joint Venture information (if applicable) Responses will be shared within the Governments project team, but otherwise will be held in strict confidence. Interested firms shall respond to this synopsis no later than 1:00 PM Pacific Standard Time (PST) on January 18, 2017.
