Description
THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY, AND DOES NOT CONSTITUTE A SOLICITATION.THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e).DISCLAIMER This RFI is issued solely for information and planning purposes only, and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers, and cannot be accepted by the U.S. Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a Sources Sought/RFI only. The purpose of this Sources Sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 335122 (size standard of 500 employees). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 21 Network Contracting Office, is seeking sources that can provide LED Light Panels, along with, Removal of Existing Light Panels, and Installation of New Light Panels. The purpose of the new LED light panels is to increase lumen output at the VA medical center, which will provide better lighting and improve visibility. The LED light panels, must at a minimum, meet the following salient characteristics: Light panels must be 24 x 48 units (standard size), Light panels must be recessed units, LED lights must be non-dimmable, May include a lightbox with United States code gauge cold-rolled steel, 5-stage pretreatment, powder-coated gloss white, salt spray test of 750 hours, built-in hanger and seismic wire attachment points, easy access for electrical service, or something similar, Lens must be acrylic, acrylate, or polycarbonate substrate; lightweight, high resolution from digital file image, color calibrated for daylight quality light source, have a non-glare matte finish, have fade resistant pigmented inks with ultraviolet (UV) inhibitors, and include hold-down clips, Frame must be of lightweight aluminum, easy to install, moisture resistant, powder-coated, have a white matte finish to match grid, be compatible with standard 15/16 grid system, have precision machined corners, have a seismic safety system with 1/32 galvanized steel aircraft cable and 1 snap hooks fastened frame to light-box, Electrical system must include an input voltage of 120-277 volts (V) (auto-ranging), 50/60 hertz (Hz) code gauge thermoplastic fixture nylon (TFN) wire (solid bare conductor used throughout; rated for required temperatures; 7/8 knockout for easy electrical connection, Must have a maximum weight of 19l pounds (lbs.), Luminaires must be UL and CSA listed. LED light panels must meet indoor environmental quality (IEQ) Credit 4.5: Low-Emitting Materials (LEM) and Leadership in Energy and Environmental Design for Commercial Interiors (LEED-CI) Credit, including Business and Institutional Furniture Manufacturers Association (BIFMA) Level ® one (1) certification and Greenguard certification. This is to support environmental stewardship, which is in accordance (IAW) with Executive Order (EO) 13693. EO13693 mandates that 95 percent of all federal purchases come from environmentally preferred products and services. The contractor must be able to perform the following statement of work (SOW): Specific Requirements The contractor must attend one (1), in-person meeting at SFVAHCS to discuss removal and installation of light panels with the VA point of contact (POC). The name and contact information of the POC will be provided upon award. The contractor takes field measurements and verifies correct sizing of light panels. Auto-Cad drawings may not be accurate finished dimensions, and may not be used in place of field measurements. The contractor is responsible for any inaccurate field measurements that result in any incorrect product orders. The contractor is responsible for providing all sample materials, as requested by the POC. The product must not be placed into production without clearance from the VA POC. Final, clean 11 x 17 scaled drawings of the layout of the light panels, and any associated items, must be provided by the contractor for sign-off prior to scheduling the removal and installation of the light panels. The contractor shall track the schedule of the light panel removal and installation, and notify the POC with updates of the estimated completion date by email. Storage of all materials must be provided by the contractor. Project Manager/Supervisor Requirements Any requests for changes must be discussed with the POC. The contractor and contracting officer must bilaterally sign a modification before any changes are authorized to take place. The contractor s project manager/supervisor is responsible for all communications with the POC. These may include, but are not limited to, updates and notifications which should be delivered either by email, phone, or in person. The contractor s project manager/supervisor must represent the contractor, and may not be from the installation company. The contractor s project manager/supervisor must be on-site during all agreed upon work hours, and must supervise the removal of light panels, installation of light panels, storage of materials, and clean-up. The contractor s project manager/supervisor must perform an on-site walk-through and punch list at the end of each work day with the lead installer and VA POC prior to releasing the installation crew for the day. Delivery The contractor shall schedule installation at least fourteen (14) days prior to the proposed installation date to ensure that the site will be ready for installation. The contractor may not deliver any items directly to the VA premises or store any items on site ahead of installation date. Any such deliveries shall be refused at the expense of the contractor. The contractor s project manager/supervisor must meet the delivery truck, receive, and inspect all items independently of VA staff assistance. The contractor must ensure that the driver of the delivery vehicle has copies of the delivery order, and must not attempt to deliver any items before the scheduled delivery date. Installation Requirements The contractor s installation team must be certified in installation of the light panels, and experienced and knowledgeable about the product. Assembly If for any reason, the contractor is unable to complete the assembly and placement of all unloaded items before the end of the workday, the contractor will be responsible for moving these items to a secure location, until the next workday. The contractor is responsible for moving the items from the storage site to its designated position in the building. The contractor shall be responsible for storing, returning, and replacing any damaged items. Damaged items may not be stored on VA premises. The contractor shall repair, or coordinate for replacement, any damaged, defective, or missing items as identified in the installation punch list within four (4) weeks post-installation. The contractor shall ensure that all light panels are free of surface dirt, clean, and ready for use. Receive and Unload The contractor shall perform all required assembly in accordance with the manufacturer s instructions. The contractor shall provide all necessary materials, equipment, labor, supervision, and management to: (1) coordinate delivery, (2) load and unload, (3) place/install in designated rooms/locations, (4) assemble items as required, (5) secure as designated, and (6) properly dispose of all associated packing/crating materials outside the VA premises. Clean up and Disposal The contractor shall be responsible for the removal and disposal of all trash/debris connected with uncrating, removal of light panels, installation of light panels, and any other items removed or installed. The contractor shall not use VA facilities for trash/debris disposal. Hours and Days of Work Upon award of the contract, contractor shall contact the VA POC to coordinate work hours and days. Removal of existing light panels and installation of new light panels must be conducted after normal working hours from 4:30 p.m. 8 a.m. Pacific Standard Time (PST), Monday through Friday, or on weekends, as agreed upon by the contractor and POC. The contractor is required to sign in upon arrival, and sign out upon departure at a location designated by the VA POC. The information identified above is intended to be descriptive, not restrictive, and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the Government that the interested parties can provide the supplies/services that fulfill the required specifications. If you are interested, and are capable of providing the sought out supplies/services, please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? Is your company considered small under the NAICS code identified under this RFI? Are you the manufacturer or authorized distributor/reseller of the items being referenced above (or equivalent product/solution)? What is the manufacturing country of origin of these items? If you re a small business, and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? Does your company have an FSS contract with GSA or the NAC, or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. If you are an FSS, GSA/NAC, or NASA SEWP contract holder, or other federal contract holder, are the referenced items/solutions available on your schedule/contract? Please provide general pricing for your products/solutions for market research purposes, and state whether the pricing is from an FSS, GSA/NAC, or NASA SEWP schedule/contract or is open market pricing. Please submit your capabilities in regards to the SOW and salient characteristics provided to establish capabilities for planning purposes. Submissions shall show clear, compelling, and convincing evidence that performance of the SOW is possible and all item(s) meet salient characteristics. Responses to this notice shall be submitted via email to Susanne.Christen@va.gov. Telephone responses shall not be accepted. Responses must be received no later than Tuesday, January 10, 2017 at 1 p.m. Pacific Standard Time. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this RFI. Responses to this notice are not a request to be added to a prospective bidders list, or to receive a copy of the solicitation.
