Description
The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The U.S. Army Corps of Engineers, Kansas City District, intends to issue a Request for Proposal (RFP) on or about January 30, 2017 on the FedBizOps website at www.fbo.gov. This requirement includes a construction project entitled Armor Road Coat, Harlan County, NE. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $25,000 to $100,000. The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $33.5 million. This requirement will be a 100% set-aside for small business. This RFP will result in the award of a single Firm-Fixed-Price (FFP) construction contract. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. This project consists of a need for Armor Coat roads and parking areas. The roads are showing lateral and transverse cracking. Cracks have been filled and these roads require a surface Treatment to seal and protect from further deterioration. The equipment and expertise necessary for installation of the armor coating prevents this work from being accomplished with in-house labor. The estimated performance period for completion of construction is 120 calendar days from Notice to Proceed (NTP). Prospective contractors must be registered with SAM prior to award of any contract. VETS-4212 Requirement: Per the Federal Acquisition Regulation (FAR) part 22.1303 all offerors must complete their VETS-4212 report via the Department of Labor website at https://www.dol.gov/vets/vets4212.htm to be eligible for award.
