- The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The U.S. Army Corps of Engineers, Kansas City District, intends to issue a Request for Proposal (RFP) on or about January 30, 2017 on the FedBizOps website at www.fbo.gov. This requirement includes a construction project entitled Armor Road Coat, Harlan County, NE. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $25,000 to $100,000. The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $33.5 million. This requirement will be a 100% set-aside for small business. This RFP will result in the award of a single Firm-Fixed-Price (FFP) construction contract. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. This project consists of a need for Armor Coat roads and parking areas. The roads are showing lateral and transverse cracking. Cracks have been filled and these roads require a surface Treatment to seal and protect from further deterioration. The equipment and expertise necessary for installation of the armor coating prevents this work from being accomplished with in-house labor. The estimated performance period for completion of construction is 120 calendar days from Notice to Proceed (NTP).
