Request for Proposals - SOL-514-17-000005 - USAID Community Development and Licit Opportunities Activity (CDLO) Attachment 14 - SF-LLL - DISCLOSURE OF LOBBYING ACTIVITIES Attachment 12 - USAID FORM 1420-17-CONTRACTOR BIOGRAPHICAL DATA SHEET Attachment 10 - GENDER ANALYSIS MATRIX Attachment 9 - CLIMATE RISK MANAGEMENT FOR USAID ACTIVITIES Attachment 8 - MISSION ORDER ON PUBLIC-PRIVATE PATNERSHIPS Attachment 7 - ASSESSMENT OF THE USAID COLOMBIA CELI/ ADAM/ MIDAS ACTIVITIES Attachment 4 - BUDGET TEMPLATE The United States Government - represented by the United States Agency for International Development (USAID)/Colombia - is seeking proposals from U.S. or non-U.S., non-profit or for-profit organizations, to provide services to support the Government of Colombia (GOC) in its commitments on community development and licit opportunities, as described in the attached Request for Proposals (RFP). The purpose of the Activity is to strengthen the capacity of conflict-affected communities to be reliable and effective partners with state and private sector actors in the implementation of comprehensive rural social and economic development activities, including the promotion of illegal crops substitution and alternative development. USAID anticipates awarding a single Hybrid - Cost plus Fixed Fee (CPFF) Completion - Indefinite Delivery, Indefinite Quantity Contract (IDIQ) contract. The Total Estimated CPFF for services under this contract (CLIN 001 & CLIN 002) is estimated to fall within the range of $68 million and $74 million. This procurement will be conducted under Full and Open Competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). This RFP in no way obligates USAID to award a contract or the task order portion nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a Contract under this RFP is subject to availability of funds and other internal USAID approvals.
