Description
SOURCES SOUGHT SYNOPSIS: F-16 Bracket IDIQ Solicitation Number: FA8232-17-R-3012 Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only - i t does not constitute a Request For Proposal (RFP) or a promise to issue an RFP in the future. This SSS does not commit the U.S. Government to contract for any supply or service whatsoever. This is a sources sought only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). 1.2 The Air Force is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this SSS. All costs associated with responding to this SSS will be solely at the interested parties' expense. 1.3 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413, which have a corresponding Size standard of 1250 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran­ Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar items offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. AFLCMC/WWMPA F-16 System Program Office, Integration Section, Hill AFB, UT intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide diverse bracket and bracket kits for the United States Air Force. Potential brackets and bracket kits can have a broad range materials, construction, machining and assemblies to facilitate the needs required for various modifications. They will be made out of all types and classes of metals and plastics. The kits include parts which may require purchasing from outside sources. Parts for kits will vary. Items needed to complete kits will be required to be furnished by the contractor unless otherwise noted or agreed upon. Common items found in kits include the following: clamps, screws, nuts, bolts, rivets, etc. 3. This action is being conducted to identify potential sources capable of meeting the requirements for the following: i. As stated previously, the contractor shall be required to manufacture/procure, assemble and deliver all parts to the specifications provided in each separate Delivery Order placed against this contract. ii. The Contractor shall build and deliver, to provided drawings, requirements and standards, diverse bracket/kits used on all current and future Blocks of F-16 aircraft The Contractor shall be provided a Statement of Work (SOW), reporting requirement, and set of drawings with each solicitation and Delivery Order. These drawings will provide the set requirements that will be mandatory to be met in order to be considered successful. iii. The Brackets may require marking with UID. iv. The Contractor shall have the resource and manufacturing capability of performing a number (2 (minimum) or more) of multiple delivery orders, of varying complexity, simultaneously. a. Quality Assurance Plan i. The Contractor shall have a Quality Assurance Plan that complies with SAE AS9100 and AS9102. This program, as a minimum, shall include inspection, validation, evaluation, corrective action and procedures necessary to effect quality of all products provided under this contract. ii. The program shall allow inspection by the Government and shall be applicable to all subcontractors and members of the contractor's team, as appropriate. iii. Quality Assurance shall demonstrate that the government's designs are adhered to and that material used conforms to the approved designs/drawings provided by the government. b. Delivery Requirements i. For each bracket requirement, the government may request a Rough Order of Magnitude (ROM) from the contractor at no cost to establish costing and budget requirements to procure the Bracket or Bracket Kits ii. A Delivery Order (DO) will be issued to the contractor to delineate the Governments requirements and standards. iii. Delivery Requirements will be specified on each solicitation and delivery order placed against this contract. iv. A Status Report shall be provided documenting the effort towards achieving the contract objectives and subsequent Delivery Order (D.O.) objectives. c. Parts i. Parts ordered via this contract will be in units of 1 to 1000 each and will be determined by each delivery order. 4. This is a request for information seeking sources capable of meeting the requirements listed above. When responding please include: a. Company's Name, Cage code, Physical Address, and Web Page URL. b. A POC's email address and phone number. c. Size of business pursuant to NAICS Code 336413, size standard of 1,250 employees: d. Experience with regards to the manufacturing of aircraft brackets. Also, describe how you would address the requirements in Section 3 of this Sources Sought. e. Experience in meeting strict delivery schedules. f. Suggested NAICS Code. g. Business Size Classification for NAICS and qualifications if any and any sub-category. h. A statement as to whether your company is domestically or foreign owned (if foreign, please indicate the country of ownership). *NOTE: All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. The NAICS code for this requirement, if applicable to the company's capabilities, should be included in the company's NAICS code listing in SAM. 5. If, after reviewing this information, you desire to respond to the SSS, you should provide documentation that supports your company's capability to meet these requirements. Companies may be contacted for further information or clarification; however, failure to provide documentation may result in the U.S. Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how your company would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Documentation describing your company's capability should be provided in the form of a white paper. 6. Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.exe or.zip files are not allowable attachments and may be deleted by the e-mail filters at Hill AFB. If sending attachments with e-mail, ensure only.PDF,.doc, or.xls documents are sent. The e-mail filter may delete any other form of attachments.
