Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 6.302-1(a) (2) (ii), with Neuro Kinetics, Inc., 128 Gamma Drive, Pittsburgh, PA 15238-2920, as the only responsible source than can provide the required addition to the I-Portal, crHIT (computer-controlled rotational Head Impulse Test). This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-92 are incorporated. The U.S. Army Aeromedical Research Laboratory (USARRL) intends to procure firm-fixed-price Purchase Order for Neuro Kinetics, crHIT used in the whole-body inpulse test that objectively and repeatedly assess horizontal semicircular canal function and the vestibular ocular reflex (VOR). The U.S. Army Aeromedical Research Laboratory (USAARL) has a requirement for the purchase of the installation and modification of the Neuro Kinetics, Inc. (NKI) I-Portal® Neuro-Otologic Test Center (NOTC) to install the computerized rotational head impulse test (crHIT). The I-Portal ® crHIT is a whole-body impulse test that objectively and repeatedly assesses horizontal semicircular canal function and the vestibular ocular reflex. The NKI I-Portal™ NOTC crHIT is the only whole-body rotational impulse test cleared by the U.S. Food and Drug Administration (FDA). The installation will include a software upgrade for the systems VEST™ software from version 7.5.1 to version 7.5.2, in addition to installation of two visual stimuli generators to be mounted on the enclosure ceiling. More information regarding the test and its description can be found in NKI Literature L-222 (attached). This installation is required to ensure compatibilty with the existing estibular Rotary Chair to maintain continuity for continued research. Neuro Kinetics, Inc. (NKI) is the sole manufacturer and U.S. seller of the I-Portal ® NOTC. NKI holds multiple patents on the rotational chair assembly, the oculomotor stimuli and the I-Portal ® goggles. Additionally, NKI has a patented rotational motor that has the power to execute the crHIT profile which requires smooth short impulses on the order of 1,000 degrees per second. NKI also owns all rights and intellectual property rights in and to the VEST™ software which operates the I-Portal ® NOTC. The VEST™ software is a proprietary product of NKI and is protected by international laws of copyright. NKI is the only source avilable in the marketplace to perform the required installation and upgrade. The intended procurement will be classified under North American Industry Classification System (NAICS) 334510 with a Small Business Size Standard of 1,250 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable provider of the crHIT (Head Impulse Test) upgrade to the existing I-Portal NOTC is provided by Neuro Kinetics, Inc, 128 Gamma Drive, Pittsburgh, PA 15238-2920.
