- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is DPWCJP0028 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-93. The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 with a small business size standard of $32.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-01-06 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Fort Drum, NY 13602 The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: Rental of one combination sewer vaccum truck, the following are the mandatory salient characteristics that shall be included with the truck rental: full truck and body warranty, long term lease of one year with a possible second year extension, shall be new and unused with a full truck and equipment warranty covered under any defects or mechanical failures, ejector style dumping system with a minimum 12 cubic yard debris tank capacity and a hydraulic locking rear door, positive displacement vacuum system with a continuous duty rated Roots type pump rated at a minimum of 18 inches of mercury and 4500 cubic feet per minute, double acting single piston hydraulic water pump able to produce a minimum of 2000 pounds per square inch of pressure using a minimum of 80 gallons per minute of water, front mounted center of the truck hose reel system with a minimum of 180 degrees rotation and a minimum hose capacity of 600 feet of 1 inch plastic sewer rated hose, reel system shall be able to tilt forward using an electric over hydraulic system without truck running for opening truck hood, minimum capacity of 1500 gallons of water storage tank system with a curb side water fill with a 4 inch air gap using a provided 25 foot using 2 ? fire hose ends from truck to hydrant, self-contained air purging system to remove water from rodding system for freeze protection, truck mounted minimum 2000 pounds per square inch power wash down system to include a wand with a spring loaded reel system with 50 feet of hose, hydraulic boom system with a minimum height of 44 degrees up ward 21 feet, 19 degrees down ward 3 feet and an overall 26 foot telescopic reach from centerline of truck and a 250 degree rotation, to include 8 inch diameter vacuum tubes, one 7 feet long, two 5 feet long and one 3 foot long to include truck mounted brackets and hold downs and all connecting clamps, color rear mounted back up camera system with dash mounted monitor, front and rear led strobe lights, front, rear and curb side work lights and a rear mounted directional arrow stick, front and rear tow hooks, front and rear quarter fenders for rear tandem axle wheels, shall include a manhole cover removal tool, tigers tale rodder jet hose protector, hydrant wrench and a lockable storage truck mounted storage box for above items, three cleaning nozzles for 1 inch sewer cleaning ends to include a Penetrating nozzle, a Swivel cleaning nozzle and a Flushing nozzle, all parts, service and operators manuals for truck and all truck mounted equipment, all transportation to and from Fort Drum NY from start of contract to end of contract for truck and for any offsite service repairs, shall provide a backup truck in place of leased truck if mechanical or operational functions have truck out of service for more than 48 hours, shall provide a response and plan to repair the Government Leased combination sewer vacuum truck within 8 hours of initial call from Government to Contractor, shall provide all needed supplies and manpower to perform onsite scheduled truck and equipment services by hours of operation or date of in service determined by manufactures service manuals., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
