- The Department of Veterans Affairs, North Florida/South Georgia Veterans Health System, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Dexa Solutions, for TBS License, TBS Dicom, and service plan. The iNsight Trabecular Bone Score (TBS) software allows for a simple, rapid, and reproducible method of estimating lumbar spine bone fracture risk in humans. The software uses information collected during DEXA scans, but which is not included in traditional DEXA reports; no additional scan time or additional radiation exposure is required. No other manufacturer of software has the required programming specifications for the Hologic Bone Densitometer (DEXA) scanner located at NF/SG VHS, as this software is specifically designed for use with the Hologic Bone Densitometer (DEXA) scanner. The iNsight Trabecular Bone Score (TBS) Software provides information about bone microarchitecture and fracture risk that is beyond that determined by traditional DXA bone mineral density (BMD) scans or clinical risk factor assessments. The software will allow us to determine TBS (spine fracture risk) in men with spinal cord injury (SCI) and to assess whether testosterone therapy alters this clinically-relevant outcome. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Tuesday, January 10th, 12:00, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
