- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent is to notify potential offerors of a proposed contract action. A sources sought notice was posted on 28 March 2016 under synopsis N4008515R5510 to determine availability and capability of small businesses to perform the requirement. The Sources Sought yielded no responses. Based on market research results, the procurement will be solicited on an unrestricted basis with full and open competition. NAVFAC Mid-Atlantic ™s Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement. P1219 “ Marine Battalion Complex: This project constructs a Marine Battalion Headquarters and Battalion Supply; Company Headquarters and Team Facilities; Company Storage Buildings; Battalion Aide Station Modifications; Gate Canopy and Visitors Center; Operations Buildings; and miscellaneous supporting structures, utilities, parking, roadways, and site work. P1288 “ Combat Service Support (CSS) Facility: This project constructs a Combat Service Support Building; CSS Warehouse Addition; CSS Comm/Elec Buildings; Ancillary Building; and miscellaneous supporting structures, utilities, parking, roadways, and site work. Procurement Method: Contracting by Negotiation. Source Selection Process: Lowest Price Technically Acceptable. Contract Type: Firm Fixed Price. NAICS Code: 236220. Size standard: $36.5M. Magnitude of construction: Between $25,000,000 and $100,000,000. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. Large business concerns are required to submit a subcontracting plan prior to award of the contract. Offerors shall submit with their offer a bid bond of $3,000,000 / 20% of the amount for Davis Bacon Act (DBA) work. This is a new procurement. It does not replace an existing contract.
