- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The Department of Veterans Affairs, Network Contracting Office (NCO 21), requires a contractor to services including but not limited to processing and analysis of Pap smear, Cytology and Histology specimens, various special stains, bone marrow kit and complete analysis. The Contractor must have the ability to accept paraffin blocks, cut, stain, and coverslip slides; label slides according to VA standards and return completed slides and blocks to VACCHCS within twelve (12) to twenty-four (24) hours to be read by VA staff pathologists. The Contractor shall provide Pre-analytic processing as defined in its Laboratory Testing Manual; test analysis of specimens; reporting of analytic test results; and consultation regarding test selection, specimen collection and preservation, specimen transportation, principles of methodology and results interpretation as requested by the VA Central California Healthcare System, hereinafter referred to as the VACCHCS. This is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. Requests for a solicitation shall not receive a response. Responses to this sources sought announcement shall be in writing. Responses to this notice should be sent via email to Charles Dutkevitch, Contract Specialist, at charles.dutkevitch@va.gov. The purpose of this sources sought announcement is to gain knowledge of potential sources and to identify parties having an interest in and capable of provided the requested services. If your organization is interested in providing these services under contract, please respond to this announcement by 3:00 PM PST, January 20, 2017, and include the following information: 1. Name of organization, address including zip code, point of contact, telephone number, and email address. 2. Confirmation of organization s active System for Award (SAM) registration with expiration date. 3. Business size and classification to include any designations as Certified Small Business, HUBZone Certified Small Business Concern, Section 8(a) contractor, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women Owned Small Business, or Large Business Concern. 4. Number of years of experience providing Pathology Lab services. 5. Provide any demonstrations of experience in providing all services included in this requirement. 6. A brief overview of how your organization would provide the services IAW with the attached performance work statement. Note Paragraphs 2, 11, 12 and 14. Responses to this notice are strictly for market research purposes and will be used by the Government to make appropriate acquisition decisions. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 621511 and the applicable size standard is $32.5 Million.
