- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to 10X Genomics, Inc., 7068 Koll Center Parkway, Suite 401, Pleasanton, CA 95466-3111 to Chromium Single Cell Kits to the NHLBI Division of Intramural Research (DIR) in accordance with the following information. BACKGROUND Acute myeloid leukemia is a complexly heterogeneous disease, and the surrounding immune cells in acute myeloid leukemia patients and in healthy bone marrow have not been well defined. The Myeloid Malignancies Section (MSS) is interested in thoroughly characterizing both the healthy bone marrow environment and the tumor micro environment in acute myeloid leukemia with a role for treatment with immune checkpoint inhibitor therapy on clinical protocol. PURPOSE The Myeloid Malignancies Section (MSS) will be performing an assessment of single cell sequencing of bone marrow cells from patients with acute myeloid leukemia and healthy volunteers. This will benefit the understanding of gene expression levels within leukemia cells and other cells present in the bone marrow, including immune cells that influence the response to treatment. The reagents requested are required for use with the 10X Genomics Chromium 3' Single Cell Controller. CONTRACTOR REQUIREMENTS The contractor shall provide the following kits: -ChromiumTM Single Cell 3' Library & Gel Bead Kit v2 (Catalog No. 120237); Qty. 2 -ChromiumTM Single Cell 3' Chip Kit v2 (Catalog No. 120236); Qty.1 -ChromiumTM i7 Multiplex Kit (Catalog No. 120262); Qty. 1 JUSTIFICATION The sole source determination is based on the fact that 10X Genomics is the only vendor available for reagents for use with the 10X Genomics Chromium 3' Single Cell Controller. To perform single cell library creation and sequencing using the 10X Genomics Controller located in the Center for Human Immunology (CHI), these reagents are required for sample processing. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 325414 and the Small Business Size Standard is 1,250. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-93-1 (January 1, 2017). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by January 12, 2017 at 12:00pm EST and must reference synopsis number NHLBI-CSB-HL-2017-065-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan M.
