Description
Notice of Intent : "Flexible X-Ray Imager Test Support" The Defense Threat Reduction Agency (DTRA) intends to award a contract on a sole source basis to the Palo Alto Research Center (PARC) (Cage Code: 1YQ84) for an effort entitled "Flexible X-Ray Imager Test Support." The statutory authority for this non-competitive action is 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. DTRA currently needs to repair and provided maintenance on Government-owned flexible x-ray imagers. As operational test and evaluation begins on these imagers, a contract vehicle is needed to service units damaged during testing and return them to their original specifications for continuted developmental testing and evaluations. The systems run on custom software and hardware specifically designed for the unique characteristics of these prototype detectors. PARC is the original developer and manufacturer of the x-ray imagers. Upon receipt of unserviceable flexible x-ray Digital Detector Array (DDA) imagers, the contractor shall perform assessment, repair and/or modification of defective units to meet the current requirements as specified in the objectives listed below. Task 1 - The contractor shall assess the Goverment owned flexible x-ray imagers as instructed and provided by the Contracting Officer's Representative (COR). Task 2 - The contractor shall provide a detailed assessment report and cost estimate for the COR's approval to repair the flexible x-ray imager. The repair of an imager shall not go above the Beyond Economic Repair (BER) of 80% of its replacement value. Task 3 - The contractor shall repair the flexible x-ray imager as approved by the COR. The repairs shall return the equipment to original factory specifications or to specifications as requested by the COR. Task 4 - Upon completion of repairs, the contractor shall return the imagers to DTRA. Task 5 - The contractor shall provide an interim report on type and cause of failures, corrective action taken, and final cost of repair per system. Task 6 - The contractor shall provide a final report upon completion of the contract with a summary of types of failures, corrective actions, cost, and Engineering Changes recommended or required as necessary to prevent future failures when prototypes are transitioned to Low Rate Initial Production (LRIP). Period of Performance will be one base year with four one-year options. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this annoucement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this annoucement is solely within the discretion of the Government.
