Description
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends negotiate and award a Firm Fixed Price (FFP) Basic Ordering Agreement (BOA) Order to current BOA N00019-16-G-0012 with Bell Helicopter Textron, Inc. (Bell), Fort Worth, TX, for the procurement of various parts and materials, including, but not limited to, brackets, cable assemblies, and covers, to support the MQ-8C Fire Scout System. This action is being awarded on a sole source basis to Bell in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell was selected by the MQ-8 Fire Scout OEM, Northrop Grumman Systems Corporation, as the sole provider of the basic airframe for the MQ-8C. As a result, Bell is the only source with the requisite knowledge, experience, and technical data of the Fire Scout UAS design, operation, and maintenance requirements to successfully provide the necessary supplies and services on a timely and cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
