Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), has a requirement for a ¿Challenges in Drilling Subsalt and Deviated Wells in the Gulf of Mexico ¿ study. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. This is not a small business set-aside. The solicitation number is E17PS00006 and the solicitation will be issued as a Request for Proposal (RFP). The Government anticipates awarding a Firm-Fixed-Price type contract as a result of this solicitation. The period of performance is anticipated to be 12 months from date of award. The North American Industrial Classification Systems (NAICS) code is 541330, Engineering Consulting Services with a small business size standard of $15.0 million. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. The Bureau of Safety and Environmental Enforcement (BSEE), an agency of the U.S. Department of the Interior, is charged with working to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement of, offshore facilities engaged in oil and gas exploration, development and production operations on the Outer Continental Shelf (OCS). BSEE ¿s collective goals include instilling a stronger sense of safety and environmental responsibility among operators, while promoting compliance with regulation. BSEE seeks to expand its role as a world leader in safety and environmental stewardship. Through innovative regulatory approaches and appropriate collaboration with industry, BSEE fosters a culture of risk reduction and compliance among operators that results in reducing the risk of accidents and spills and an enhanced ability to respond to those that do occur with prompt and appropriate regulatory action. BSEE anticipates entering into a contract with the primary objective to consider challenges and the technologies when drilling subsalt wells in deep water areas within the Gulf of Mexico; to evaluate the current technology practices used by the operators during drilling, well planning, and well completions in salt-covered sediments; and to determine if the current regulations are consistent with ensuring safety, environmental protection, and conservation of natural resources.
