Description
Construction services are required for a design-bid-build project with the Government of Japan (GoJ) involved as observers in this contracting process, and participating in the construction process, which is funded by the GoJ direct cash contributions (otherwise referred to as Mamizu funds). This project will construct a Waterfront Headquarters Building in the Apra Harbor area of Naval Station Guam. The building is a waterfront operations support facility for III Marine Expeditionary Force (III MEF) to support the Port Operations Group (POG) and will include an open office administrative space for twelve persons, open bay billeting for twenty-five persons, a multi-purpose/dining area, observation tower, restrooms, material and Material Handling Equipment (MHE) storage area, and a covered open area for mustering transiting troops with gear. The facility will be constructed of reinforced concrete with reinforced concrete with pile foundations, and with all components such as exterior walls, windows, roofing, mechanical and electrical systems appropriate to Guam earthquake and weather standards. The estimated dollar value of the required services range between $10,000,000 and $25,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS OF $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 540 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; and (3) Safety. The Request for Proposal (RFP) will be available on or about 3 February 2017. Hard copies containing the RFP will not be issued. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274217R1321 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Approval will not be granted until receipt of the executed non-disclosure form. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274217R1321. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. A one-time pre proposal site visit is tentatively scheduled for 1 March 2017 at 9:00 a.m. Ch.S.T. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsites and conditions to be encountered and is not for the purposes of answering questions. Offerors interested in attending the pre-proposal site visit, shall submit the attached CNIC form for each visitor that does NOT have a NCACS (RapidGate) pass. All visitors shall fill out the attached CBADGE request form. You must indicate if the visitor is or is not a NCACS (RapidGate) pass holder. The completed forms shall be submitted to Ms. Leslie Takayama-Ho at leslie.takayama-ho@navy.mil on or before 2:00 p.m. H.S.T., 13 February 2017.
