Description

Introduction This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Requirement The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Region 1 Telecommunications Business Office (R1 TBO) has a requirement for Local Exchange Carrier (LEC) Services in the state of Arizona. LEC Telecommunication voice and data services are required for the Service Deliver Points (SDP) listed in the Attachment 0002 entitled, SDP LEC Arizona. The North American Industrial Classification (NAICS) for this effort is 517110. The required LEC services are needed by February 17, 2017. Attached please find the draft Product Description for LEC Services for the SDP in the State of Arizona. Submittal Instructions If your company is capable of providing the LEC services by February 17, 2017, please submit a Vendor Capabilities Statement, limited to five pages for your company, single spaced, 12 point font minimum, to include a cover page which indicates your company s full name, point of contacts and your size standard for NAICS 51711. The response shall indicate any required transition period, to include the duration of the transition. Your response should also include a cost estimate for the identified services to include any necessary transition and infrastructure costs, as applicable. All proprietary/company confidential material shall be clearly marked on every page that contains such. Also, please submit the name, phone number, and email address of the lead from your organization. All interested parties shall respond no later than 12:00 PM noon EST on January 12, 2017 via email to Contract Specialist, Eleanor Slocum, at Eleanor.Slocum@va.gov. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Task Execution Plan, Request for Quotations or a RFP. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by VA in developing its acquisition strategy and the Product Description. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. VA reserves the right to not respond to any or all emails or materials submitted. All VA current requirements identified herein are subject to change at any time.
