- Updates as of 6 January 2017: This update removed the statement denoting a update will be made every six (6) weeks. Please note the fact that updates will be made on an as need basis. Equally a revised RFP was posted adding Sections L&M as well as several Technical Exhibits. This is DRAFT REQUEST FOR PROPOSAL notice, please do not send a proposal in response to this posting. The U.S. Army Mission and Installation Contracting Command - Fort Hood (MICC-Fort Hood), on behalf of White Sands Missile Range (WSMR), New Mexico, has a requirement to provide non-personal services to support the planning, logistics, operation, maintenance, research, and development of systems, equipment, and facilities for the WSMR Test & Evaluation mission. The Contractor shall furnish engineering, technical, administrative, maintenance, and support services necessary for and incidental to performance of the requirements set forth in accordance with this Performance Work Statement (PWS) and priorities established by the Government. The Government anticipates awarding a Cost-Plus-Fixed-Fee contract. The period of performance (PoP) for the requirement is a two-year base period (inclusive of a 60-day phase-in period), with four two- year option periods. FAR Clause 52.217-8, Option to Extend Services, will be included. The anticipated award date is 1 Dec 2018. As part of this notice, the Government is providing a draft Request for Proposal (RFP) for industry comment, however please do not submit comments until 15 Jan 2017. This notice will be updated on a as need basis. When changes are made, a summary of changes document will be uploaded to show industry the changes. Responses to questions received will be provided in future updates. The Government is seeking feedback from industry on all parts of this draft RFP, however, the Government is specifically seeking feedback and innovative suggestions relating to the following areas: -The Performance Work Statement in Section C.5 Performance Requirements -The requirement for the Small Business Participation Plan and Small Business Subcontracting Plan, as detailed in Section L of Volume 1, Tab E and Volume 5 -The Mission Capability requirement in Section L, Volume III -The Basis for Award in Section M Feedback in response to the draft RFP shall be submitted by email using the subject line "WSMR MSS Draft RFP Feedback". Each subject shall reference the specific RFP Section in questions or comments, for example, "Section C.5.1.2 states...," and all feedback shall be directed to Karen Hammontree, Karen.l.Hammontree.civ@mail.mil, and Jermain Compton, Jermain.m.compton.civ@mail.mil. The Government does not intend to provide individual responses to feedback received in response to the draft RFP. This acquisition will be conducted using competitive negotiation procedures and the best value trade-off process described in FAR 15.101-1. MICC-FH intends to award one (1) contract to the offeror meeting North American Industry Classification System (NAICS) code 541330 (Engineering Services, except Military and Aerospace Equipment and Military Weapons; size standard in millions of dollars is $38.5). This RFP will result in a single award of a Cost-Plus-Fixed-Fee Contract. White Sands Missile Range will be hosting an Industry Day, (date to be determined) to further discuss the contractual requirements and feedback received in response to the WSMR MSS draft request for proposals (RFP). The Industry Day focus will solely be on the contractual aspect of the draft RFP and not the programmatic aspect of the requirement. The Industry Day will be held at a later date in 2017 at White Sands Missile Range, NM. More details to follow.
