- Energy Savings Performance Contract (ESPC) Request for Information (RFI) 1. Contract Information: The Government is performing market research to determine potential market entrants for Energy Savings Performance Contracts in support of Department of Defense installations. The Government intends to procure reliable Contractor-provided energy savings performance measure implementation in accordance with DoD and Department of Energy Federal Energy Management Program energy conservation measures. Work is contemplated to occur in a "fence-to-fence", holistic approach that may include phases of work over a declared project management plan. Third-party financing would be secured by the Contractor. Interested sources are encouraged to respond to the questions below in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the appropriate path forward. The Government does not intend to rank submittals or provide a reply to interested firms. 2. Submission Requirements: Interested firms should submit a document describing relevant demonstrated experience and qualifications via email no later than 10 February 2017 in the format discussed herein. Submissions should: • have a subject line entitled "ESPC RFI" • not exceed four (4) 8.5x11-inch pages • address all questions in the questionnaire below • clearly identify the name of your company, and • identify a point of contact name, title, phone number, and e-mail address. This RFI is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government to a specific acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this RFI. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) are not necessary. Responses and questions should be directed to Matthew Urbanic, Contracting Officer at matthew.s.urbanic@usace.army.mil. Personal visits for the purpose of discussing this announcement will not be scheduled. RFI Questionnaire 1. Based upon your company's experience, answer the following: a. What type of ESPC contract experience does your firm have? b. What ECMs has your firm implemented? c. What are your firm's internal capabilities with respect to designing a comprehensive, long-term energy savings plan for a client? 2. Has your company performed ESPC work for any federal or state agency? If so, can you provide the contract numbers? 3. Is your firm a small business? If so, what type (examples: veteran-owned, 8(a)) 4. Have you ever secured third-party financing for an ESPC project? If so, with whom?
