Description
TNT and PBXN9 Supplementary Charges Market Research The U.S. Army Contracting Command-Rock Island, Rock Island, IL on behalf of the Project Manager Combat Ammunition Systems (PM CAS), is conducting market research to identify potential sources to produce, manufacture, assemble, inspect, test, package and ship TNT (NSN: 1320-00-824-0811) and PBXN-9 (NSN: 1320-01-583-1139) Supplementary Charges. Item Description: The following item description describes both Supplementary Charges in sufficient detail to respond to this sources sought. The TNT and PBXN-9 Supplementary Charges are used in the explosive train of artillery projectiles as a booster between the fuze and main charge. These Supplemental Charges are critical components to the entire family of 105mm and 155mm ammunition that support training and operation requirements in theater. Without Supplemental Charges, TNT loaded projectiles would not detonate high order. Supplemental Charges are placed in the fuze well of all high explosive deep cavity rounds. The TNT supplementary charges inserted in the 105mm M1 and 155mm M795 consist of approximately 0.33 lbs. of pressed TNT pellets in an aluminum body cup. The PBXN-9 supplementary charges consist of approximately 0.33 lbs. of a pressed PBXN-9 pellet and aid in the detonation of the insensitive explosive filler in an artillery round upon activation by a fuze. The PBXN-9 is placed in the fuze well of rounds filled with an insensitive munition (IM) explosive fill. The PBXN-9 supplementary charges consist of pressed PBXN-9 pellets in an aluminum body cup. Requirements: The potential production requirement, subject to change, shall be satisfied with award of multiple Firm Fixed Price (FFP) Indefinite Delivery/ Indefinite Quantity (IDIQ) contracts with five (5) ordering periods to cover FY18-FY22 U.S. Army, Marine Corps (USMC), and Foreign Military Sale (FMS) requirements. The combined estimated maximum quantity for all contracts awarded for the TNT is 1,207,500 and the combined estimated maximum quantity for the PBXN-9 is 1,339,844 for all five ordering periods. This requirement will be restricted to the National Technology and Industrial Base (United States and Canada) under 10 USC 2304(C)(3). The Technical Data Packages (TDPs) will be available six months prior to the release of the Request for Proposal (RFP) for informational purposes only, which is anticipated in 4QFY17. Submission Information: A response to this sources sought should show adequate technical and manufacturing capability and the satisfactory past performance in the supplementary charge manufacturing industry. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate that they can obtain such, necessary to fabricate, assemble and inspect the required quantities of Supplementary charges and obtain the necessary equipment, facilities and tooling required to fabricate and deliver at a high rate of production. This may include an indication of willingness to invest in setting up a required production line. Interested contractors should submit the following information: a. Name of Company, address and CAGE Code b. Points of Contract, name, telephone number, and email address c. Business size information d. Location of the facility or proposed facility e. Manufacturing experience directly related to the TNT and PBXN9 Supplementary Charge or similar items within the last 10 years. f. Summary of their company's capabilities including parent organizations, name/address/point of contact identification, capabilities; g. A description of facilities/equipment, manufacturing processes, inspection capability, personnel h. Provide information relative to a proven monthly production at a minimum rate of 25,000 per month for each of the supplementary charges. i. Either possess or has the ability to acquire facilities with sufficient safety clearance to handle, store, and transport energetics materials j. Description of the existing production Quality Assurance System (QAS). The respondent should provide sufficient details to the U.S. Government so as to make a reasonable assessment on the capability to produce these items at the required rates. This information is for reference and planning only. The U.S. Government will not pay for any information submitted or for cost associated with providing this information. This market research is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market research or otherwise pay for the information provided. Participation in this effort is strictly voluntary.
