Description
The Naval Air Systems Command (NAVAIR) intends to award a contract to Cobham Advanced Electronic Solutions, Inc., 305 Richardson Road, Lansdale, PA 19446, to modify the current Vertical Polarized (VPOL) Antenna Assembly to the AN/ALQ-99 Low Band Transmitter (LBT). The applicable NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The proposed contract will require the development of an engineering change to modify the existing LBT system to improve performance and increase reliability of the highly specialized VPOL Antenna System currently in use and will include the design, manufacture, integration, and test of the VPOL Antenna Assembly. The effort will also require delivery of five test articles to support future qualification and testing of the VPOL Antenna Assembly, as well as applicable technical data. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' As the sole system designer, developer, integrator and manufacturer of the LBT, Cobham has unique expertise regarding the design, engineering and performance details of the LBT and VPOL Antenna that are necessary to redesign the VPOL and to successfully integrate it into the existing LBT Transmitter and AN/ALQ-99 system. The term of the contract is expected to be approximately twelve months. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only.
