- Notice of Intent to Sole Source The US Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2) intends to procure subscription service to UpToDate, an Evidence-Based Online Clinical Resources Database as sole source procurement under FAR 6.302-1. The award will be to UpToDate Inc., 230 Third Ave, Waltham MA 02451. The place of performance is VA New York Harbor Healthcare System (VANYHHS). This action will result in a Firm-Fixed Price contract with a base year plus four one-year options. This notice of intent is not a request for competitive quotations. There will be no solicitation available for competitive quotes. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Respondents should reference VA242-17-N-0093_2 -Notice of Intent. Responses to this notice shall include company/individual name, a service capability statement, including examples of similar facilities for which services have been provided, proof of applicable OEM certifications to provide services on the equipment, DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). Determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Telephone inquiries or responses will not be accepted. If no viable responses have been received by the closing date of January 13, 2016 4:00pm, the government shall negotiate solely with UpToDate Inc. REQUIRED SERVICES: The vendor will provide unlimited access for all NY Harbor Healthcare students and staff to UpToDate database which is an evidence-based online clinical resource. This database must have a breadth of primary care and clinical specialty of at least 10,500 topic reviews. Authentication will be through IP address validation on an enterprise wide basis, eliminating the need for users to enter identification, username and /or password. Users are to have immediate access from any web-enabled computer on a network within NY Healthcare System. It is required that all authorized remote users of VPN, Citrix or Athens can have access via any VA networked computer and /or CPRS and that mobile access be available via one s device with access to the library s web page or through the vendor s app for any NY Harbor Healthcare System user deciding to download the app making it available on their personal or VA mobile device as well (allowing app to be downloaded up to two separate devices). Product/Information Scope: NY Harbor Health Care System subscription to the clinical decision support, point-of-care, online database of clinical topical articles and associated graphs, tables, images, etc. that support the context of the written material. This collection provides a core set of clinical resources to be used by clinicians in patient care. This database also provides patient level health articles for providers to use in discussions with their patients for patient education purposes. Additionally, this database provides ACCME-accredited AMA PRA Category Continuous Medical Education (CME) points per topic reviewed for search(es) The Point of Care resource is an evidence-based comprehensive, integrated differential diagnosis and treatment database that provides information in a narrative format rather than outline or bulleted information, which is typically brief and without discussion or rationales for management of the disease. Its focus is on internal medicine and subspecialties including but not limited to: cardiology, dermatology, sleep medicine, emergency medicine, endocrinology, rheumatology, gynecology, infectious diseases, oncology, gastroenterology, hematology, and hospital medicine. The below existing National VA databases are able to integrate with the point of care resource. In the case of OvidMD the point of care resource becomes another subset of references and becoming part of OvidMD s search results for those facilities with a subscription to UpToDate. In the case of VisualDX, the results in the point of care product include references to VisualDX, which are available because of the VA Library Network Office purchases the database which works either as a standalone product or in combination with UpToDate bringing the imaged results in the point of care resource to the forefront for the physician. OvidMD OvidMD is a clinical, evidence-based tool that combines content form UpToDate, MEDLINE, and Ovid journals. It provides quick access to current journal research, evidence-based guidelines, and ebooks with full-text links. VisualDX VisualDX is an image-based differential diagnosis tool that is designed to help quickly identify dermatological disease or conditions at the point of care. It includes more than 16,000 images of over 900 visually identifiable diseases, drug reactions, and infections. Product/Information Quality: Resources are accurate, authoritative, relevant and current. The sources are well-regarded in their medical subject fields. When available, any images, tables and diagrams are included. Usability: Navigation within the clinical decision support tool is logical and easy, providing fast access to topics and subtopics. Topic linking or indexing retrieves electronic content of high relevance quickly. There are user friendly help and direction aids. Access, Content, and Support: Product/Service is 508 compliant (http://www.section508.gov). If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant, or if product is not 508 compliant, vendor must describe what steps are being taken to make it 508 compliant. Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and / or CPRS. The product is compatible with most standard web browsers. The product is compatible with a Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to NYHHC users facilities wide. System downtime is minimal and VA project manager is notified when such occurs. Single point contact (with an alternate backup) for customer service issues is assigned to NYHHS. Questions are responded to on the same business day. Usage statistics are available in both automated monthly reports as well as the librarian being able to create additional reports as may be required during the month for all types of usage available (CME, onsite, mobile, etc.). The product should be accessible via a variety of Personal Digital Assistant (PDA) platforms including but not limited to the Smart Phone, tablets and iPads. The contractor should offer training services for the product on as requested basis. The vendor will arrange training session (web-based or live) to train NYHHS library staff and /or healthcare providers on use of the product. Specialized training sessions may be requested for NYHHS library/education staff. Availability of usage statistics at an IP level is required.
