- Justification and Approval (J&A) The Library of Congress (Library) intends to negotiate a sole-source task order in accordance with Federal Acquisition Regulation (FAR) Subpart 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Library intends to negotiate on a sole source basis with Galorath Incorporated through its existing GSA Federal Supply Schedule contract for a suite of proprietary software products outlined in the attached Justification and Approval (J&A). This notice is not a request for competitive proposals and will be distributed solely through the Federal Business Opportunities (FBO) Website. A written solicitation will not be posted. Interested offerors that feel they can fulfill this requirement may submit a capability statement to the Contracting Officer identified in this announcement; however, the Library shall retain responsibility for determining whether to issue a competitive solicitation based on responses to this notice.
