Description
Justification for Other than Full and Open Competition- RFQ0003208 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price contract with Mystaire, Inc., 15113 Dobbyn Creek Road, Creedmoor, NC, 27522-7023 for the purpose of procuring a Super Glue Fuming (SGF) Chamber. The Federal Bureau of Investigation uses super glue fumes to develop latent prints. This is accomplished by heating super glue to high temperatures causing the glue to go from a liquid to a vapor state. The vapor adheres to the fingerprint residue left by an individual who has handled an item. This processing method is the most common print development method used by the FBI. A large capacity cyanoacrylate chamber ducted unit with dual hot plates is needed to outfit the new Intake Center located in Huntsville, AL. This chamber is required to process evidence that cannot be brought directly in the Laboratory and will be taken to the Intake Center where it will undergo forensic exploitation to include latent print examination. The large capacity chamber is necessary to ensure that the largest variety of evidence can be accommodated in the facility. The FBI currently owns large capacity cyanoacrylate chambers ducted units with dual hot plates built and manufactured by Mystaire, Inc. Mystaire builds the large capacity cyanoacrylate chambers in accordance with the custom specifications provided by the FBI which meets the necessary requirements for the FBI to fulfill its mission. Technical Requirements for the Large Capacity Cyanoacrylate Chamber: • Built in Place • Ducted • Bottom of chamber to be the floor of the building • Threshold to allow for carts to be rolled into the chambers • Purge to be open when the chamber is not in use • Internal dimensions 70"W x 76"H x 46"D • Dual hot plates capable of reaching a temperature of no less than 300°C Based on market research, and Government end-users, it has been determined that Mystaire Inc. is the sole provider and manufacturer of the large capacity cyanoacrylate chambers that meet the FBI specifications and owns that patent for this product. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 339113 Surgical Appliance and Supplies Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kemper Wood, email address: Kemper.Wood@ic.fbi.gov by Friday January, 13 (3:00 pm Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
