PWS Stockpicker Service Contract GENERAL INFORMATION Document Type: Sources Sought Notice contract officer Response Due Date: 11 January 2017 Classification Code: J - Maintenance, Repair, and Rebuilding of Equipment NAICS Code: 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance NOTE: For companies interested in this notice, please ensure responses account for the requested information outlined below. OVERVIEW This Sources Sought is issued as part of Market Research to identify vendors to potentially establish a Blanket Purchase Agreement (BPA) for Service of Stockpicker Forklifts at Al Udeid Air Base, Qatar. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This a combined Sources Sought (SS) and Request for Information (RFI) in support of Market Research being conducted by the 379th Expeditionary Contracting Squadron to identify potential sources for Vehicle Lease Services at Al Udeid AB, Qatar and obtain industry comments on the draft requirement documents. The anticipated acquisition will be a contract with Firm Fixed Price (FFP) contract line items. The contract will have a period of performance of one (1) base year and four (4) option years. The solicitation is expected to be published in January 2017. Interested vendors should be aware that a valid Qatari Commercial Registration is required to perform work in Qatar. This requirement applies to all vendors and sub-contractors. This will be included in any resultant solicitation as an evaluation factor. The registration can take 2- 6 months to obtain if your company is not already registered. Foreign Vendors, including US businesses may apply for Commercial Registration. Companies must contact the Qatari Ministry of Justice to obtain Commercial Registration. Approval and issuance is outside the control of the US Government. CONTRACTING OFFICE ADDRESS Department of the Air Force, United States Air Force, 379 ECONS/LGCC, Al Udeid Air Base, Qatar PRICING/PAYMENT INFORMATION The anticipated contract will require vendors to submit prices for the items requested. The US Government does not allow payment to be furnished to the vendor until the item has been delivered and accepted. Additionally, payment under US Government Contracts must be made by means of Electronic Funds Transfer (EFT.) DELIVERY INFORMATION The destination delivery locations are Al Udeid Air Base, Qatar and will be designated FOB Destination. Accordingly, under FOB Destination delivery procedures, associated costs will not be separated under the resultant solicitation and/or contract award; whereby associated costs by the contractor shall be inclusive of the proposed unit pricing of the vehicles themselves. The contractor will be liable for any damage or costs incurred FOB Destination. All orders shall be delivered within 24 hours of receipt of order. REQUESTED INFORMATION DESCRIPTION SOURCES SOUGHT If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, CAGE code, if applicable, point of contact for information, Web site address, telephone number, and size to include whether you are US or foreign owned 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Limit to 15 pages. The Government requests interested offerors submit one copy of their capability responses by email, no later than 5:00 p.m. Local (Qatari Time) on 11 January 2017. Industry is also invited to provide any other comments or suggestions that will be beneficial to the PWS and the overall clarity of the documents. INDUSTRY COMMENTS: Respondents should email their feedback and comments to mark.wheeler@auab.afcent.af.mil no later than 5:00 p.m. Local (Qatari Time) on 11 January 2017. Please indicate if your company is willing/able to provide the requirements established in the PWS. 2. Based upon the above description and delivery information, are there any aspects that are unclear and/or do not allow a clear understanding of the US Government's requirements? 3. Based upon the above description and delivery information, are there commercial industry practices that appear to differ greatly than what is being requested by the US Government under the anticipated, forthcoming solicitation/tender?
